Facebook Phone Coming in 2013?

Coming to a phone near you?

Last week, Bloomberg reported that Facebook is working with HTC Corporation to build its own smartphone. The phone was initially planned to come out later this year but instead will arrive mid-2013. Citing anonymous sources, they also report that Facebook is developing a modified operating system that will be used for the phone. Additionally, they have hired some former Apple programmers to work on improving the Facebook app for iOS.

Why would Facebook do this? While strong competition certainly benefits consumers in the long run, it?s difficult to figure out why Facebook would want to enter a market dominated by Apple, Google Android, and Microsoft. The primary reason seems to be the growing shift to mobile by Facebook?s users. Facebook had over $3 billion in advertising revenue last year yet none of it came from mobile. Launching its own smartphone might be Facebook?s attempt to remedy that.

What is a friend? ?I?ve always said and still say that my love and friendship are eternal. ?It?s just the way I?m built, the way I am, the way I was brought up. ?Unfortunately not everyone holds this to be true. ?Someone once said that ?Friendship is the golden thread that ties the hearts of people around the world.? ?According to ?Google,? a friend is a?person whom one knows and with whom one has a bond of mutual affection, typically exclusive of sexual or family relations.


I say friendship is a relationship of unconditional love and respect that transcends time and space. ?Those who presume that another person is a friend with no evidence of the aforementioned ideals is delusional. ?Friendship Day?celebrations take place on the first Sunday of August every year. ?The tradition of dedicating a day in honor of friends began in the US in 1935. ? All true FUNKIN friends know that friendship is everyday. ?There are people you call friends and those that are associates, colleagues and acquaintances. ?I write this in efforts to better define for myself and all taking time out to read this, the reality of the relationship, with those we have bestowed the title ? to enlighten those who have yet to discover what true friendship really is. ?It?s not always easy coming to the conclusion or facing the fact that a person, one once called a friend, no longer considers themselves to be a friend of yours, it hurts. ?It hurts because an emotional investment has been made and now the sentiment is no longer reciprocal. ?It especially hurts when one party has not been made aware by thought word or deed, prior to their realization, that the other party no longer has any vested interests in what was once considered a friendship. ?There are instances where no harm is intended, however, like a break up there?s pain. ?Life goes on and we make new friends, holding on to golden memories of friends that once were and those that are gone.

friendquotes 300x255 TRUE FUNKIN FRIENDS The first thing that pops up when googling the word friend(s), is the hit television show of the same name. ?Ironically, currently on the cable network Showtime, are two former cast members of the ?Friends? show. ?Lisa Kudrow and Matt LeBlanc, both currently have shows on the network. ?The other day I saw a promo that had LeBlanc calling Kudrow, asking her to do a cameo and/ or make an appearance on his show. ?LeBlanc is asking Kudrow via telephone, only to soon realize she?s hung up. ?This is indicative of the result of friendships of millions of people day after day, year after year, decade after decade. ?Some people just hang (it) up, they stop ?hanging in there.? ?They just stop caring for one reason or another, who knows? ?Some folks just decide that their friendship with certain people has run it?s course, is no longer valid or necessary. ?This makes me sad because that?s never been my interpretation of friendship. ?Some people have to re-prioritize their time in lieu of children, new loves and/ or careers, but that doesn?t mean that they no longer consider you a friend ? or does it? ?After all, with various life changes, come new people and new friends. ?People choose their friends based on a certain lifestyle, some based on a way of thinking and others on a mutual belief regarding the quality of life. ?These are true FUNKIN? friends. ?Connections that are not superficial based on position, wealth, status or ones association with others ? or does it?

I was speaking to an ?old friend? recently. ?We lost touch about ten years ago, but still consider each other friends. ?I live in New York and they live in Los Angeles, but when we spoke, we were happy to connect. ?We caught up and it was like very little time had passed, despite the actual lapse. ?Although my friend was eager and happy to speak to me, they were not interested in speaking to the friend that actually introduced us, to each other. ??I don?t want to open that door yet,? was the sentiment expressed, due to tensions that existed between the two of them when they were last in each others company. ?This is understandable, one is not always willing or emotionally able to engage another where levels of tension exists ? I get it. ?They were not saying that they had no interest in speaking with the other friend ever again, just not at this time in their life, or at least not today ? ?Maybe next week,? they said. ?Yet, there was a sentiment that rang in their voice that they could potentially not speak to that person again, and be fine for the rest of their life. ?Sometimes this course of action is necessary for an individual to get on with their life. ?So what do you make of people who ?drift apart? when they had no qualms or issues? ?friendsquote2 294x300 TRUE FUNKIN FRIENDS

Sometimes friends ?grow apart? ? now what does that mean? ?Growing and Apart don?t even mesh, it?s an oxymoron. ?Growth is represented by development, strength and nurturing, the word Apart means just the opposite. ?Apart is symbolic of separation, being divided and removed from something, so to say people ?grow apart? almost makes no sense. ?But yet it does, in that, the friendship that once was, is now only becoming more and more estranged, distant, invalid and of no importance. ??Absence makes the heart grow fonder? ? unless you?re trying to cut a mother*uck*r off. ?Like all relationships, friendship is a mutually shared commitment and responsibility. ?It?s a responsibility because once two people decide and/ or determine that they are friends, it?s on both parties to grow that relationship. ?It can be work, but it should be easy. ?So where am I going with this? ?I think I?m already there, I believe I?ve expressed in no uncertain terms what I feel and believe a friendship is and what it?s supposed to be. ?Perhaps you don?t see certain friends as often as one would like, but that doesn?t mean the friendship ends. ?Perhaps two people don?t always agree on certain personal, political or religious choices, that doesn?t mean they can?t share the same space ? or does it? ?Actually, for many it does, but that?s a different interpretation of friendship for me. ?We can grow from our differences if we?re not enemies.

Friendship is encountering those who decide you?re worth the time, and feel that the time spent was effortless. ?Once one finds spending time with another requires too much effort, the friendship is altered. ?Does that mean that where two people once were can not be re-visited? ?I don?t think so, but there are millions I?m sure that would disagree and millions of instances to the contrary. ?Some people put faith into another person or collective of people, eventually coming to their senses when they?ve detached from that herd or group, realizing those folks were never their friends. ?Some people just move on. ?Some may say a person holding on to false hope is a fool, yet, often having hope in a ?friend,? is what enables so many to simply continue living. ?It?s not always that ones hope is based upon the actions of another, but it happens an awful lot.

So many have found friends and acquaintances of long ago on the social network that is Facebook. ?While it phenomenal, it?s crazy how once you find some people, you remember why you stopped communicating so often with that ?friend? in the first place ? but it?s nice to see em, and not really have to. ?I didn?t write this to necessarily draw any conclusions, but simply to define and express what friendship means to me and share it with any one up for a friendly perspective. ?I wish all my friends were for always, but sometimes that?s just not the case. ?Sometimes I?ll run into an old acquaintance or colleague that says ?Do you still talk to??, nine times out of ten the answer is yes, because the one asking obviously recognized when we were in more frequent correspondence, that my friendship with the one of which they speak, was a true FUNKIN? friend.facebookfriends 282x300 TRUE FUNKIN FRIENDS

The Brett Favre playing era ended in 2010. ?The Brett Favre coaching era officially has begun.

When agent Bus Cook recently acknowledged that Favre would be helping out at Oak Grove high school, the place where Favre prepared for his various unretirements, Cook didn?t know what Favre?s precise role would be. ?As it turns out, Favre will serve as offensive coordinator, according to the Associated Press.

And Oak Grove isn?t some rinky-dink school. ?The 6A program at the 1,500-student facility is a perennial power in Favre?s home state of Mississippi.

?The stress is already getting to me,? Favre joked. ??I?ll wake up in the middle of the night saying, ?Hey, maybe we can do this? ?Maybe that will work???

If it doesn?t work, he won?t lose any money. ?He?s doing the job without pay. ?And perhaps for good reason.

?My experience in pro football means nothing,? Favre said. ?Absolutely nothing here. ?It?s totally different. ?So our biggest learning curve as a team might be my learning curve.?

So what does Favre bring to the table?

?I really believe I?m good at reading people,? Favre said. ??From being in the huddle, being in the locker room and in all those meetings for all those years, I understand that some people learn this way and some learn another way. . . . ?My whole job is to try and keep things simple. ?The more you have to think, the less your talent can show.?

It also gives Favre a way to keep busy, without having to leave home.

?One of the reasons I retired in the first place was I wanted to be in one place and experience all these things with my family,? Favre said. ?This year will be a trial basis [for coaching]. ?I feel like I can help the kids, but I?m not promising we?ll win any more games. ?Shoot, we might not win one.?

Favre?s comments help explain why he hasn?t gotten into broadcasting. ?Unlike players, who have 10 road games per year, players-turned-media-members are on the road every week. ?For Favre, he would have been traveling to a game site every Thursday or Friday, or to the ESPN (Connecticut), NBC (New York), CBS (New York), or HBO (L.A.) studios every Friday or Saturday.

Plus, he would have had to wear a tie. ?And something other than flip-flops.

He?ll likely be wearing something other than flip-flops on the sidelines at Oak Grove. ?But there will be no ties, and the travel will entail at most hopping into a bus on Friday afternoon, and getting home late Friday night.

Frank Mir, the Strikeforce Crossover, and Who Should Be Next

Former UFC heavyweight champ Frank Mir has done us all a great service by agreeing to meet Strikeforce Heavyweight Grand-Prix winner Daniel Cormier in the Strikeforce cage this fall.? After all, the other opponents rumored to have been under consideration ? Tim Sylvia, Josh Barnett (again), KJ Noons sitting on Ryan Couture's shoulders ? weren't really options at all, and who else is there on the Strikeforce roster to challenge Cormier?? The answer is no one, and with Mir shucking the bonds of the UFC for a one-time-only crossover bout, we get to have a match-up that's compelling on paper and will likely be very fun to watch.?

However, the move doesn't address the other glaring holes that need to be filled in the roster of the House That Scott Coker Built.? Strikeforce lightweight champ Gilbert Melendez has beaten everyone that matters in his division, middleweight champ Luke Rockhold is without a worthy foe, and gosh darn it, you can only spread Keith Jardine so thin.? So who else should the UFC send over to fill Strikeforce's ranks?? Sure, the dough and exposure is nowhere near as great compared to what you get for fighting in the Octagon, but look at Nate Marquardt.? The ex-UFC welterweight waltzed in, put up a heck of a fight against Tyron Woodley, and is now the owner of a shiny new belt.? For the fighters, there is certainly value in crossing over.? Here, then, is a list of fighters on the UFC roster who could be prime candidates for taking the Strikeforce fieldtrip.? It is by no means complete ? please, feel free to add to them in the comments.? And if you disagree with my suggestions? picture me sad.? So very sad.

  • Evan Dunham ? At one time, the word on the street was that the brass wanted B.J. Penn to take on Melendez in Strikeforce.? But Penn is too much of a viable pay-per-view commodity, and it would've been senseless to waste him on the subscription-based channel Showtime.? Evan Dunham, though, is another story entirely.? The jiu-jitsu specialist had a pretty good win streak going before he was outpointed by Sean Sherk at UFC 119 and smashed by Melvin Guillard at UFC: Fight for the Troops 2, and his well-rounded skills could conceivably give Melendez fits no matter where the fight goes.

  • Clay Guida ? Fast, frenetic, and fun when he wants to be (i.e., when he's not running away for five rounds), Clay Guida could definitely make Melendez miserable in the cage.? Besides, what's left for him in the UFC?? It would take Ben Henderson, Frankie Edgar, Gray Maynard and Nate Diaz all slipping on banana peels and breaking their legs before Guida could come close to tasting championship glory.

  • Gray Maynard ? As a former "wrestling man-blanket" turned "dangerous slugger", Gray Maynard could stuff Melendez's takedowns, squash his jiu-jitsu, and hit "El Nino" so hard his pet parrot dies.? Also, what else is the UFC going to do with Maynard?? If Edgar reclaims the lightweight championship from Henderson, watching Maynard and Edgar go at it once more is about as palatable as a plate of dirt.?

  • Thiago Alves ? Once upon a time, Thiago Alves was in contention for the UFC welterweight title.? Those days are gone now, but that doesn't mean that Alves isn't skilled and dangerous enough to make waves among Strikeforce's welterweights.? Maybe, maybe Woodley could hold Alves down for three rounds.? Maybe not, though, and Alves is just capable enough to beat him and beat Marquardt and take the belt.

  • Jon Fitch ? UFC welterweight king Georges St. Pierre mauled him, Johny Hendricks KO'd him, and he drew with Penn.? However, other than that, Jon Fitch's run in the Octagon has been flawless.? Boring, but flawless.? Do you think Marquardt can prevent Fitch from hugging him to death?? I don't.? And I'd wager that once Fitch stepped into the cage to face Woodley, the two would stare at each other for a full fifteen minutes, unsure of what to do.

  • Chris Leben ? UFC middleweight stud Chris Leben is good for about two or three fights a year before his annual steroid suspension forces him to sit on the sidelines, so why not let him do those bouts in Strikeforce?? In terms of skill set, he's got enough grappling to keep Rockhold from really hurting him.? As for his striking? yeah, no way could Rockhold eat one of those concrete fists and survive.

  • Vladimir Matyushenko ? Look, it's not like any of the Strikeforce light-heavyweights can hold onto the belt for any length of time, but it's boring watching the same three guys fight for it over and over again.? Put Vladimir Matyushenko in there against Mike Kyle, Gegard Mousasi and Rafael Cavalcante and let's see where it goes.?

Pakistan, US intelligence chiefs to meet August 1-3

The head of Pakistan's premier intelligence agency will hold talks in Washington on August 1-3 with his CIA counterpart, a military statement said, with drone strikes expected to be a major issue.

It is the first time in a year that the chief of the Pakistan military's powerful ISI will make the trip, signalling a thaw in relations after US troops found and killed Osama bin Laden in Pakistan in May 2011.

Lieutenant General Zaheer ul-Islam, who was appointed in March, "will visit USA from 1st to 3rd August. This will be a service-to-service bilateral visit," the statement said.

"He will meet his counterpart General David Petraeus, director CIA."

The short statement gave no other details, but a senior Pakistani security official earlier told AFP that the pair would discuss counter-terror cooperation and intelligence sharing.

Islam would also demand an end to US drone attacks against the Taliban and Al-Qaeda, and again ask for the means for Pakistan to carry out the attacks instead, the security official said.

It had been expected that Islam would visit the US in late July. It was not immediately clear why that trip did not happen.

Islamabad has been increasingly vocal in its public opposition to the drones. Pakistan's leaders had quietly approved initially but now say they are a violation of sovereignty and insist they fan anti-US sentiment.

US officials are understood to believe the attacks too important to give up, although the number declined as relations between the nominal allies plunged to their lowest in a decade.

But on July 3 Islamabad agreed to end a seven-month blockade on NATO supplies travelling overland to Afghanistan after the United States apologised for the deaths of 24 Pakistani soldiers in botched air strikes last November.

The resumption of NATO traffic has been temporarily suspended over fears of Islamist attacks.

Today, many investors look to Warren Buffett for advice about the stock market and the economy. But before he became one of the world's richest men and greatest investors, there was someone whose investment advice Buffett himself cherished: Benjamin Graham.

And Buffett was far from alone. Known as "The Father of Value Investing," Graham inspired a number of famous "sons"-Mario Gabelli, John Neff, John Templeton, and most famously, Buffett, are all Graham disciples who went on to their own stock market greatness.

So, just who was Graham? Born in England in 1894 as Benjamin Grossbaum (his family later changed its surname to Graham during World War I, when German names were viewed with suspicion), Graham built his reputation-and fortune-by using an extremely conservative, low-risk approach to investing. To him, preserving one's original capital was every bit as important as netting big gains, and two factors from his early years may show why.

The first was Graham's own family's fall from financial comfort to poverty not long after his father died when he was nine. The second involved his first major business venture, an investment firm he founded with Jerome Newman.

Just three years after opening, the stock market crash of 1929 and the Great Depression arrived. Graham's clients, like just about everyone else, were hit hard, according to Graham biographer Janet Lowe, and Graham worked without compensation for five years until his clients' fortunes were fully restored.

Having lived through both his own family's financial troubles and the market crash, it's no surprise that the strategy Graham laid out in his classic book The Intelligent Investor was a conservative, loss-averse approach.

To Graham, an investment wasn't something that could be turned into quick, easy profits. Anything that offers such "easy" rewards also comes with substantial risk, and Graham abhorred risk. True "investment," he wrote, deals with the future "more as a hazard to be guarded against than as a source of profit through prophecy."

In terms of specifics, Graham's "Defensive Investor" approach limited risk in a number of ways, and my Graham-based model lays out several of those methods. For example, one key criterion is that a firm's current ratio-that is, the ratio of its current assets to its current liabilities-is at least two, showing that the firm is in good financial shape.

The approach also targets financially sound firms by requiring that long-term debt not exceed net current assets. Two other criteria the Graham method uses to find low-risk plays: the price-to-earnings ratio and the price-to-book ratio.

Graham wanted P/E ratios to be no greater than 15 (and, as another signal of his conservative style, he looked not only at trailing 12-month earnings but also at three-year average earnings, to ensure that one-year anomalies didn't skew the P/E). For the price-to-book ratio, he used a more unusual standard: He believed that the P/E ratio multiplied by the P/B ratio should be no greater than 22.

'The Fonz' heads to Broadway this fall

NEW YORK (AP) ? Hold onto your hats ? Henry Winkler is heading to Broadway as a porn star.

The one-time "The Fonz" on "Happy Days" will star in David West Read's comedy "The Performers" alongside Cheyenne Jackson, who also plays an adult film actor.

Winkler will portray Chuck Wood, a legend in the porn industry, who gets entangled in the romantic problems of two young couples.

The play is scheduled to open Nov. 14 at the Longacre Theater. It will be directed by Evan Cabnet, who also directed Read's play "The Dream of the Burning Boy."

Winkler was last on Broadway in 2000 in Neil Simon's "The Dinner Party." Jackson's Broadway credits include the recent revival of "Finian's Rainbow," ''All Shook Up" and "Xanadu."

Calif. AG Pushes to Award Law License to Illegal Immigrant | Publius ...

California's Attorney General, Democrat Kamala Harris, has weighed in on the side of an immigrant who is asking the State Supreme Court to award him a California law license after his graduation from law school despite that he's neither a legal resident nor a naturalized citizen of the United States of America.

In her brief, Democrat Harris pleaded with the court to award this license. "Admitting Garcia to the bar would be consistent with state and federal policy that encourages immigrants, both documented and undocumented, to contribute to society," Harris said.

This is nonsense. Our laws do not encourage undocumented immigrants to ?contribute to society.? Only when our laws are ignored, set aside, or broken by recalcitrant government officials do they somehow encourage illegals to ?contribute to society.?

In truth, our laws encourage illegal immigrants to become legal or go back home.

AG Harris isn't the only authority in California asking for the courts to award this non-citizen a license to practice law. The examiners of the State Bar Association have also come to the support of illegal immigrant and new law school graduate, Sergio Garcia.

Further, AG Harris has asked the Holder Department of Justice to weigh in on this case. Though the DOJ isn't supposed to offer its opinion until August, it is a sure bet that this DOJ will see no problem with breaking California's law licensing regulations to aid an illegal immigrant.

The situation is exactly one of those slipped-through-the-cracks stories that immigrants "rights" activists always point to in order to prove that our system and laws are deficient. Garcia was smuggled into the country when he was a toddler by his parents, neither of whom came to this country legally, yet he's been an upstanding fellow, gotten good grades, and attended college. The very model citizen if only he were legal.

While his parents have since settled their own status both becoming legal residents, their son is still waiting for papers he filed 17 years ago to be approved. While waiting he attended law school and is now ready to launch a law career.

Of course, that career is on hold because undocumented residents cannot be legally awarded a license to practice law in the State of California.

It is this point that really sums up the main argument against awarding this man a law license. After all, how can he uphold the laws when he is willfully breaking our immigration laws at the outset?

It is most certainly a messy situation and Mr. Garcia is quite a sympathetic figure, but there is a saying in the law that goes hard cases make bad law. In other words, the odd exceptions, or unpleasant facts and situations are not sufficient reasons to break or bend laws for the odd cases in which they occur. (Another saying is "bad facts make bad law.")

The problem is that when you start bending laws for sympathetic individuals, then you've left the general law without teeth and from that point anyone can then bend that law for other sympathetic clients. Eventually the law will be meaningless because so many exceptions had been made.

Instead of breaking the law and awarding a law license to an illegal immigrant, the better action would be to fast track the young man's citizenship paperwork, get his status cleared up, and then he can go get his law license with his head held high.

But, as is so often the case, because it makes them feel good, Democrats would rather break laws instead of doing things the proper, lawful way.

First US woman in space, Sally Ride, dies at 61

The first American woman to go into space, Sally Ride, died Monday after a 17-month battle against pancreatic cancer, her company said.

Ride made history in 1983 as a crew member on the space shuttle Challenger, breaking the gender barrier for U.S. spaceflight. Soviet cosmonaut Valentina Tereshkova became the first woman in space in 1963, but it took another 20 years for NASA to follow suit.

Word of Ride's death came in an announcement from Sally Ride Science, the educational venture she founded after leaving NASA.

President Barack Obama said he and his wife, Michelle, were "deeply saddened" by the news.

"As the first American woman to travel into space, Sally was a national hero and a powerful role model," Obama said in a White House statement. "She inspired generations of young girls to reach for the stars, and later fought tirelessly to help them get there by advocating for a greater focus on science and math in our schools. Sally?s life showed us that there are no limits to what we can achieve, and I have no doubt that her legacy will endure for years to come."

NASA's current leaders issued tributes as well.

"Sally Ride broke barriers with grace and professionalism ? and literally changed the face of America's space program," NASA Administrator Charles Bolden said. "The nation has lost one of its finest leaders, teachers and explorers. Our thoughts and prayers are with Sally's family and the many she inspired. She will be missed, but her star will always shine brightly."

NASA's deputy administrator, Lori Garver, said Ride "was a personal and professional role model to me and thousands of women around the world."

"Her spirit and determination will continue to be an inspiration for women everywhere," Garver said.

Ride made a second space shuttle flight in 1984, also aboard Challenger, and left the space agency in 1987. She served for years as a physics professor and director of the California Space Institute. In 2001, she founded Sally Ride Science, which is aimed at promoting math and science for girls.

She served as a member of the independent board that investigated the 2003 loss of the shuttle Columbia and its crew, as well as the board that laid out policy options for the Obama administration in 2009. That board's conclusions led the White House to cancel plans to return to the moon and instead set the nation's sights on exploring near-Earth asteroids, leading eventually to missions to Mars.

In addition to Tam O'Shaughnessy, her partner of 27 years, Sally is survived by her mother, Joyce; her sister, Bear; her niece, Caitlin, and nephew, Whitney.

European Stock Markets Plunge on Renewed Debt Fears

European stocks plunged the most in three months on Monday as concern grew that Greece will default and more Spanish regions will follow Valencia in seeking a bailout.

?A cacophony of bad news from Europe was released on Friday and over the weekend as a stark reminder that the euro zone still needs palliative care,? said Jonathan Sudaria, a trader at Capital Spreads in London.

BNP Paribas, France?s biggest lender, sank 5.2 percent to 27.04 euros and HSBC, Europe?s largest lender, retreated 3.3 percent to 515.5 pence. National Bank of Greece SA, the country?s largest lender, tumbled 11 percent to 1.10 euros.

Spanish and Italian lenders reversed their losses after regulators imposed bans on short selling. Banco Santander SA, Spain?s biggest bank, rose 1 percent to 4.23 euros. Bankia SA advanced 7.3 percent to 66.3 euro cents after earlier dropping as much as 9.6 percent. UniCredit SpA gained 1.2 percent to 2.47, after tumbling as much as 7.5 percent.

Italy?s market regulator, Consob, introduced a week-long ban on short selling shares of some banking and insurance companies because of the ?recent performance of stock markets.? Spain banned short-selling of all shares for three months.

A gauge of commodity producers in the Stoxx 600 lost 3.5 percent as metal prices fell in London. BHP Billiton sank 2.8 percent to 1,766.5 pence. Petropavlovsk Plc, a producer of gold in Russia, retreated 3.6 percent to 386 pence. Lonmin Plc, the third-biggest platinum producer, slumped 5 percent 672.5 pence.

New Study: Elderly Medicare Beneficiaries Most Satisifed with Their Health Insurance; Working-Age Adult with Private Coverage Report More Trouble Accessing Care, Paying Medical Bills

NEW YORK, July 18 -- The Commonwealth Fund issued the following news release:

Elderly beneficiaries enrolled in Medicare plans are more satisfied with their health insurance, have better access to care, and are less likely to have problems paying medical bills than people who get insurance through employers or those who purchase coverage on their own, according to a new Commonwealth Fund study (http://www.commonwealthfund.org/Publications/In-the-Literature/2012/Jul/Medicare-Beneficiaries-Less-Likely-to-Experience-Cost.aspx) published today in Health Affairs. The study also found that beneficiaries enrolled in private Medicare Advantage plans are less satisfied with their insurance than those with a traditional Medicare plan, and more likely to experience access problems.

The study, "Medicare Beneficiaries Less Likely To Experience Cost- And Access-Related Problems Than Adults With Private Coverage," by Commonwealth Fund researchers Karen Davis, Kristof Stremikis, Michelle Doty, and Mark Zezza, finds that only 8 percent of Medicare beneficiaries rated their insurance as fair or poor, compared with 20 percent of adults with employer insurance and 33 percent who purchased insurance on their own. As the federal government weighs proposals to cut Medicare spending, the analysis, based on results from The Commonwealth Fund Biennial Health Insurance Survey of 2010, suggests shifting Medicare beneficiaries into private plans could put the elderly at greater risk for not getting needed health care and being less satisfied with their insurance.

The study finds that Medicare beneficiaries have better access to care and greater financial protection than adults with private coverage. In 2010 about one-fourth (23%) of Medicare beneficiaries went without needed health care because of costs, compared with 37 percent of those with employer coverage. Adults with employer-based insurance (39%) and individual insurance (39%) reported medical bill problems at almost double the rate of Medicare beneficiaries (21%). The study finds that while health care access and medical bill problems worsened for adults with all types of coverage over the past decade, Medicare continued to provide better coverage during that time period.

"Medicare continues to do better than employer-sponsored and individual plans when it comes to providing people with good access to health care and adequate protection from burdensome medical bills," said Stremikis, senior researcher at The Commonwealth Fund. "Policies designed to move the elderly out of Medicare and into private plans need to be carefully designed, so as not to expose beneficiaries to the poorer access to care currently experienced by many working-age adults with private insurance."

The study found that those with individual and employer-based coverage were far more likely than Medicare beneficiaries to incur high out-of-pocket costs. Twenty-nine percent of elderly adults with Medicare reported spending 10 percent or more of their income on medical costs, compared to 37 percent of adults with employer-based insurance and 58 percent with individual insurance. Only 13 percent of Medicare beneficiaries were unable to pay for basic necessities such as food or rent or used up all their savings to cover medical bills, compared to 27 percent of adults with employer-based insurance and 33 percent with individual insurance.

Medicare Advantage vs. Traditional Medicare Within Medicare, satisfaction rates differed depending on whether beneficiaries were enrolled in traditional Medicare plans or in Medicare Advantage plans offered by private insurance companies. Fifteen percent of elderly people with Medicare Advantage rated their insurance as fair or poor, compared with just six percent of those with traditional Medicare coverage.

The study also found that although Medicare Advantage enrollees were less likely to spend 10 percent or more of their income on premiums and out-of-pocket costs, they were more likely to report cost-related access problems than elderly adults with traditional Medicare. Thirty-two percent of beneficiaries with Medicare Advantage reported at least one access problem due to cost, compared with 23 percent of those with traditional coverage. The authors say this may in part reflect Medicare Advantage beneficiaries' experience with private HMO plans that offer lower premiums in return for limited access to a smaller network of providers.

Looking Ahead The authors conclude that "in the policy debates over the federal budget deficit, the affordability of Medicare, and the expansion of health insurance through the Affordable Care Act, listening to the experiences of individuals, whether covered by Medicare or private employer insurance, is important." Given the more positive experiences of those covered by Medicare, states may want to consider offering traditional Medicare coverage to non-elderly individuals through the state exchanges to be set up in 2014.

"As we expand insurance and move toward near-universal coverage, it is imperative that we ensure health plans provide financial protection and good access to care," said Commonwealth Fund President Karen Davis. "The achievements of Medicare in fulfilling the goals of health insurance coverage for beneficiaries can provide important lessons for the entire U.S. health system."

Methodology

The study data came from the Commonwealth Fund 2010 Health Insurance Survey, a nationally representative telephone survey of 4,005 adults, age nineteen or older, living in the continental United States. The survey was conducted by Princeton Survey Research Associates International from July 14 to November 30, 2010 using an overlapping dual-frame survey of land-line phones and cell phones. The survey oversampled adults from telephone exchanges in geographic areas with a high density of low-income households. The final sample consisted of 2,550 interviews conducted by landline phone and 1,455 interviews conducted by cell phone, including 637 in households with no land-line phone. The survey was a twenty-five- minute telephone interview administered in English or Spanish. In this study we restricted the analysis to a sample of 3,033 adults ages 19-64 and 940 adults age 65 and older.
