New Washington state minimum wage takes effect Jan. 1

Washington's minimum wage increases 15 cents to $9.19 an hour beginning Jan. 1.

Washington's minimum wage applies to workers in all industries, including agriculture, although 14- and 15-year-olds may be paid 85 percent of the adult minimum wage, or $7.81 an hour.

The Department of Labor & Industries adjusts the state's minimum wage each year in September as required by Initiative 688, which Washington state voters approved in 1998. The initiative requires the state to adjust the minimum wage according to the change in the federal "CPI-W," which is a national index covering the cost of goods and services needed for day-to-day living. That index rose 1.67 percent during the 12 months ending Aug. 31, 2012.

L&I provides an announcement of the 2013 minimum wage to print out and use as needed. The announcement is not required by L&I or Washington law. It is provided as a convenience.

Employers are still required to post the "Your Rights as a Worker" poster, which provides general information about the minimum wage and other topics.

Free workplace posters are available from any L&I office or by calling 1?866-219-7321 or downloading from the L&I website at www.posters.Lni.wa.gov.

Top Five Stories of 2012 - #2 - Windows 8 and the Surface RT

To round out the rest of 2012, Windows Phone Daily is continuing our annual special edition of Top Five. Every day until the new year, we will be going back in time to recap a momentous 2012 for Microsoft and Windows Phone. Read Story #5, #4, and #3.

Despite the seismic activity surrounding Windows Phone 8 throughout the year, it should not come as a surprise that Microsoft prioritized the latest version of Windows proper this year. What should have come as a surprise was just how deftly Microsoft was able to renew their disparate services into a cohesive new ecosystem, completely reinvent their flagship operating system, and challenge the more affordable tablet market in a matter of months.

Looking back, we're surprised that Windows 8 was first shown off in mid-2011 during the D9 conference. Make no mistake though, because 2012 was the year of Windows 8 for Microsoft. After revealing that CES 2012 would be its last appearance at the show, Microsoft went on to host a series of hush-hush events that kept the media on their toes. Not only did the company unveil a reimagined version of their long-standing Windows logo,?but?a few weeks later the Consumer Preview was released for download online also accompanied by the soft-launch of the Windows Store.

In late May, Microsoft released its final pre-release build of Windows 8 to the public. That milestone release would lead to a huge June for the company. Microsoft of course attended E3 2012, and during its keynote unveiled Xbox SmartGlass ? an app which would unite mobile devices and Windows 8 devices alike to connect to the Xbox 360. The event was also where Microsoft announced Xbox Music, though details would not arrive for several months after. Shortly after their impressive event in Los Angeles, Microsoft quietly announced a surprise event for June 18th. Scheduled just days before a key Windows Phone event, there was much speculation about what this new event could be. in the end, Microsoft revealed the Surface RT and Surface Pro ? the first computers the company had built in its entire existence.

After releasing Windows 8's enticing upgrade price, the focus finally shifted towards launch day for Windows 8 and the Surface RT. Microsoft helped build up some attention through viral street art promoting the Surface, and eventually graduated to television commercials. Finally, October 26th came along and Microsoft held a number of massive events around the globe in celebration of the launch. None were as big as in New York City, where Microsoft crafted a 'Microtropolis' city composed of nearly all Windows 8 powered tablets and PCs to be released. In its first month on sale, Windows 8 sold 40 million licenses.

Come back every day until New Year's Day for the rest of our Top Five Stories of 2012!

Afghan violence falls in 2012, insider attacks up

KABUL, Afghanistan (AP) ? Violence in Afghanistan fell in 2012, but more Afghan troops and police who now shoulder most of the combat were killed, according to statistics compiled by The Associated Press.

At the same time, insider killings by uniformed Afghans against their foreign allies rose dramatically, eroding confidence between the sides at a crucial turning point in the war and when NATO troops and Afghan counterparts are in more intimate contact.

"The overall situation is improving," said a NATO spokesman, U.S. Air Force Lt. Col. Lester T. Carroll. He singled out Afghan special forces as "surgically removing insurgent leaders from the battle space."

Gen. Mohammad Zahir Azimi, spokesman for the Afghan Ministry of Defense, said Afghan forces were now charged with 80 percent of security missions and were less equipped to face the most lethal weapon of the militants ? roadside bombs.

"Our forces are out there in the battlefields and combat areas more than at any other time in the past," he said, citing reasons for the spike in casualties.

U.S. troop deaths, overall NATO fatalities and Afghan civilian deaths all dropped as insurgent attacks fell off in their traditional strongholds in the south and east. However, insurgent activity rose in the north and west, where the Taliban and other groups have been less active in the past, and overall levels of violence were higher than before a U.S. troop surge more than two years ago.

U.S. troop deaths declined overall from 404 last year to 295 as of Saturday. The Defense Department says 1,701 U.S. troops have been killed in action in Afghanistan since the U.S. invasion in 2001 until Dec. 26. Of those, 338 died from non-hostile causes. Some 18,154 were wounded.

A total of 394 foreign troops, including the Americans, were killed in 2012, down from 543 in 2011. The British, with the second-largest military presence, had 43 killed ? the second-highest toll among countries with forces in Afghanistan, by AP's count. The figure includes a Georgian soldier who went missing on Dec. 18 and whose body was turned over to NATO on Saturday.

The AP keeps daily tallies of casualties and violent incidents across Afghanistan based on reports from NATO and Afghan officials. Most cannot be independently verified, and other incidents may never come to light. The statistics sometimes vary from official counts because of time lags, different criteria and other reasons.

Deaths from so-called insider attacks ? Afghan police and troops killing foreign allies ? surged to 61 in 45 attacks last year compared with 2011, when 35 coalition troops were killed in 21 attacks.

The number, provided by the NATO command, does not include the Dec. 24 killing of an American civilian adviser by a female member of the Afghan police because the investigation is ongoing.

The focus of NATO's mission has largely veered from the battlefield to training the Afghans ahead of a pullout of most troops by 2014. The U.S plans to maintain a residual force, the size of which is now being determined.

A NATO report that tracks violence in the country showed a rise this year compared with the period before the surge of U.S. troops into the country. But the levels were down from last year and a peak in the summer of 2010. Kabul and the country's second-largest city, Kandahar, saw a considerable drop in lethal attacks, but districts in Kandahar province remain among the most restive in Afghanistan.

Militant attacks, the report said, decreased countrywide by 7 percent through November compared with the same 11-month period last year. But they were up in the northern and western parts of the country, which previously had been among the most peaceful regions.

Although NATO officials frequently credit Afghan troops with successful unilateral operations, a recent U.S. congressional report noted that higher-level Afghan units still need vital air, logistics and other support from foreign forces.

More Afghan police and soldiers are dying in the conflict, according to numbers provided by the interior and defense ministries.

More than 1,050 Afghan troops died this year, substantially higher than last year, although the ministry could not provide the exact 2011 death toll.

Nearly 1,400 police died in the 10 months from March 21 to the end of the year, compared with about the same number for the 12 months beginning March 21, 2011. The Afghan government follows a calendar year starting March 21.

NATO says Afghan security forces have grown from 132,000 in March 2011 to 333,000 this month.

The AP tally showed that at least 822 Afghan civilians had been killed by the Taliban and other militants this year while another 119 died in NATO airstrikes and other operations. That was a decrease from last year, when 1,151 were killed by insurgents and 283 by NATO. Substantially smaller numbers perish when caught in crossfires.

The United Nations reported different casualty figures but also noted that civilian deaths had decreased, reversing a five-year trend of mounting civilian deaths. Its latest report says that during the first six months of the year, 1,145 civilians died in conflict-related violence, compared with 1,510 in the same period of 2011. The U.N. considers insurgent land mines and roadside bombs to be particularly deadly for civilians.

Close to 3,000 militants were reported to have been killed by coalition and Afghan forces this year, compared with more than 3,500 last year. The NATO command does not issue reports on the number of insurgents its troops have killed, and Afghan military figures, from which the AP compiles its data, cannot be independently verified.

Recruitment To Begin For Green Investment Bank Jobs

(PRWEB UK) 12 March 2012

Recruitment is set to start for up to 70 new financial jobs at the new government-backed Green Investment Bank (GIB).

It was announced last week that the banks operations would be split between two sites in London and Edinburgh, and that it is hoped to be fully operational by the coming Autumn.

The development of the bank is being led by the Department of Business, Innovation and Skills (BIS), with the aim of providing financial solutions for private sector investment in the green economy.

Business secretary, Vince Cable, said that decision to split the bank between the two locations would serve to open it up to wider markets. The London operation will largely deal with the fundraising aspect of the bank.

He explained, This decision will allow the UK GIB to operate effectively and achieve its mission of mobilising the additional investment needed to accelerate the UKs transition to a green economy.

Scottish secretary, Michael Moore, said that Edinburgh and London had both come out at the top of the extensive technical assessments carried out to determine the location of the new company.

By basing the GIB?s corporate HQ, asset management and administrative functions in Edinburgh and its transaction team in London, we can harness expertise across the country to deliver a strong and successful GIB for the UK, he said.

The bank will have some

Are there alternatives to noncompetes for employees who work in ...

Q. We have employees who live and work in Cali??for??nia. We get frustrated that we are not allowed to have them sign a noncompete agreement. Is there anything we can do?

A. The enforceability of most noncompetition agreements and similar restrictions on post-employment competition generally depends on the common law or statutes of the state in which an employee lives and works, or the law chosen in an employment agreement.

Unlike Minnesota, California and certain other states? common law or statutes prohibit nearly all employee noncompetition agreements. There is, however, a potential option to incentivize employees not to compete, by using certain compensation plans regulated by federal law rather than any state?s.

The Employee Retirement Income Security Act (ERISA) is the federal law that regulates certain em??ployee benefits such as health plans and pension plans. Cer??tain deferred compensation plans regulated by ERISA and related to more highly compensated employees, may contain forfeiture-for-competition provisions. Those provisions state that employees forfeit later payments of deferred compensation if they have competed with the company after their employment ends.

One advantage to these forfeiture-for-compensation provisions is that ERISA pre-empts state laws. That means California?s and other states? laws prohibiting noncompetition agreements do not apply to their enforcement.

Of course, these plans may not be right for all employers, and they must be drafted to meet ERISA re??quire??ments. Under certain circumstances they can create a significant incentive for employees not to compete after they leave the company.

Internet Promotion Ideas For Newbies And Experts | Valentino ...

As the Internet increases in value, companies need to focus on Website marketing. The advice outlined through this article is designed to help you begin utilizing the Internet in just this way. Try out these hints to win with online marketing.

Think about just how good your product really is. The fact is that a low-quality product will never sell, even if the advertising is spot-on. A superior product is easier to sell, and will generate more sales.

Give stuff away for free from your site. An effective freebie that many people enjoy is a download of an article specific to your business. For example, if you have a landscaping company, offer watering and other care tips in the downloads. Customers appreciate when you show care and concern, which helps to build customer loyalty.

Consistent blogging is a productive way to enhance any online marketing venture. Blogging regularly gives you an excellent avenue from which to communicate directly with your customers. Blogs can be a great way to expand your website?s size, which will give your website greater visibility to search engines and increase the amount of traffic to your website.

The key to any Affiliate marketing campaign is knowing what works and doesn?t work for your competition. If you have strong competitive intelligence, you can blow your competitors out of the water by changing your services to compete with them. In Affiliate marketing, this is the key ingredient.

Let your customers leave rating and reviews for other customers to see. Good feedback will help you improve your site and will give your new customers confidence.

Whenever you send an email to your customers, it should contain a powerful call to action. You could encourage them to watch a video demonstration, check out the latest product, or sign up for exclusive discount coupons. Tracking their responses will aid you in determining how successful your marketing efforts are.

An important Internet marketing tip is to make sure your clients are comfortable when they visit your website. Make sure that your site makes your potential customers comfortable shopping on the site. Place a privacy policy on the upper right spot of the page. This can put your customers? minds at ease, letting them know their personal information will be securely handled. Furthermore, you have an obligation to protect your customers from fraud.

Make sure that you do not spend too much on advertising. You don?t want to invest money on something that will not help your business. When investing, you need to be sure that you?re going to get what need from it. That is why advertising using banners is a wise investment.

Try testing your emails to see if their content works for your customers. One method to try is called A/B testing. Make an email campaign, and change one singular thing in it to make a variant. You could alternate different email subjects, try different calls to action, or vary the introduction paragraphs. Each unique version of the email should be distributed to a random, comparably sized portion of your mailing list. Next, measure the success of each version. Track which email got the best results, and use this information to improve your emails in the future.

Online marketing does not have to take place solely on the internet. Speak with bloggers and ask them to come to a conference or meeting. This adds to a community aspect, and it gets the bloggers more interested in what you are selling and what your brand is all about.

Change your headlines and add relevant content often. Keep a record of how those changes affect the traffic generated on your site. When you have figured out which approach and tone represent your business the best, promote it and build on it. Paying attention to your customers will really pay off.

Adding a limited-time offer to your product can be a powerful motivator for some consumers. Perhaps you could offer free shipping for a certain number of customers, or you could include complimentary gift-wrapping for those who order by a certain date. But it is important that urgency is created to get the people to act right away.

The key to successful Website marketing is recognizing a need or want and filling it. Look at the top questions of each day, and begin your day by composing some answers. Helping people solve their issues with your product or service is how word of mouth generates business.

A great Online marketing strategy is to create what is known as the customer relationship management database, or CRM. Use it to pinpoint past and current customers and the history of their purchases. You can create custom communications this way that highlight similar products, accessories or complementary items to those that they?ve bought recently.

Think about your Affiliate marketing strategy as a way to get your online business noticed by customers and search engines. If you use these tips, you will gain much success in your company.

US troops sent to aid African diplomat evacuation

(AP) ? President Barack Obama says 50 U.S. troops have deployed to the African country of Chad to help evacuate U.S. citizens and embassy personnel from the neighboring Central African Republic's capital of Bangui in the face of rebel advances toward the city.

Obama informed congressional leaders of Thursday's deployment in a letter Saturday citing a "deteriorating security situation" in the Central African Republic.

The evacuation of the U.S. diplomats comes in the wake of criticism of the Obama administration's handling of diplomatic security at its consulate in Benghazi, Libya. The ambassador and three other Americans were killed in a Sept. 11 attack.

In the Central African Republic, rebels have seized at least 10 northern towns. On Saturday they continued their advance, seizing the city of Sibut, 114 miles from Bangui.

3 Elements of Leadership Power! | Self improvement tips

In an article discussing the need for innovative products and profitable service offerings, Vinutha V., points out that, ?improvements are only the expected results, not the source of competitive advantage. Improved product development through innovation arises from the knowledge and experience of employees.? [Source: The Financial Express - appearing in ZDNetIndia News]

Soft skills, ?holistic development?, ?employee empowerment? and other terms are merely euphemisms for leadership energy ? they are the process, purpose and principle which supply people with knowledge and propel them to take competent action.

?Is not the holy energy of true love ever sagacious, far-sighted and prophetic? Truth is not isolated: it is not a part, but the whole. It is love, and beauty, and joy. The wise man does not believe and opine, but he knows and is the very truth which he utters. His thought is action: his knowledge is love? [Emerson's Essays, by A Disciple, in the US Democratic Review Volume-16, Issue-84]

Leading is an act of energetic purpose ? it?s the directing,

focusing, shaping or configuring of energy towards a desired objective.

Over time and the distance of space, leaders use the energies available to them to become that instrument through whom energy propels the group.

Where does that energy come from? It is already present in many forms and places, specifically it is:

=> inside and outside the organization ? generally called the organization?s environment,

=> a function of an organizational sub-system [usually configured as a department or section with its own unique set of policies, processes & interactions] or from outside agencies that interact with the system,

=> the products, results or energy flows produced by employees and associates.

What does energy look like? Actually seeing energy with

the naked eye is impossible but with the aid of applied knowledge, we can see evidence of its effects.

Every manifestation of energy assumes an aspect of the following forms:

- A physical circumstance or object;

- An intellectual impulse or calculation;

- A spiritual activation or expression;

- A developmental permission or evolution

Skillful leaders sense the truths of energy, they use it to facilitate, enable, empower or enlighten their people. They use moments when energy is at its greatest strength to train or educate people and develop their commitment, self-actualization and abilities even further.

The 3 elements of leadership power are:

=> Enable or empower people [physical & develop]

=> Enlighten or educate people [intellect or inspire]

=> Energize or elevate people [inspire or develop]

We know that leaders like Jack Welch, Tom Peters, Gandhi, George Washington and Jesus Christ have understood these fundamental principles ? think of the substantial legacies left by those leaders, look at how they helped to accelerate the pace and light the way towards change and progress for their followers.

?Leaders aren?t born, they are made. And they are made just like anything else, through hard work. And that?s the price we?ll have to pay to achieve that goal, or any goal.? Coach Vince Lombardi

You can be the channel, instrument and focus through which energy works its magical transformations ? it?s up to you to make it so!

Argentina asks U.S. court to block payouts for debt holdouts

Argentina is urging a U.S. appeals court to reverse an order requiring the country to pay $1.33 billion to creditors who did not participate in its two debt restructurings, a legal case that could have huge ramifications for global debt markets.

Lawyers for Argentina's government said in court papers filed late on Friday that a trial judge was "wrong to ignore the chorus of voices" who opposed his November order on payments to so-called "holdout" creditors.

Those payments, to a court-controlled escrow account, would threaten the service of $24 billion in restructured debt, Argentina's lawyers wrote in papers filed in the 2nd U.S. Circuit Court of Appeals in New York.

"There is no authority permitting a U.S. court to order a sovereign to bring its immune assets into the United States in order to 'turn over' or distribute them to its creditors," lawyers for the Argentine government said in the 69-page filing.

The appeals court is expected to decide next year whether to force Argentina to pay the $1.33 billion to investors in the defaulted debt. The decision could have broad impact on the ability of governments to raise money by selling bonds and on strained countries' response to economic crises.

The case stems from Argentina's $100 billion sovereign debt default 11 years ago. Argentina is trying to avoid paying the holdout creditors, who refused to take part in massive debt restructurings in 2005 and 2010.

About 92 percent of the bonds were restructured, giving holders between 25 cents and 29 cents on the dollar.

But the holdouts, led by Elliot Management Corp affiliate NML Capital Ltd and the Aurelius Capital Management funds, demanded to be paid in full. Argentina calls the holdouts "vultures" and has resisted.

The case has run for years in U.S. courts. Oral arguments before the 2nd Circuit on the appeal are set for February 27, 2013.

A decision against Argentina would deal a setback to President Cristina Fernandez, who is trying to avert the fallout of a potential technical default on tens of billions of dollars of debt.

In a statement late on Friday, an NML spokesman said Argentina was well placed to compensate the holdouts, citing its "more than $43 billion in foreign currency reserves" and billions more in other resources.

"Today's filing by the Republic once again demonstrates Argentina's irrational persistence in evading its contractual obligations and the orders of U.S. courts," said Peter Truell, a spokesman for NML.

Also on Friday, the U.S. government filed a friend-of-the-court brief in support of Argentina's bid for the appeals court to reconsider its October ruling that found Argentina had improperly discriminated against bondholders who did not participate in the debt swaps.

The U.S. government said countries needed leverage to garner broad creditor support for a restructuring. It cited the recent debt exchange in Greece as an example of a situation in which holdouts can threaten orderly bond restructurings.

JUDICIAL REPRIEVE

Following the appeals court's October decision, U.S. District Judge Thomas Griesa in Manhattan on November 21 commanded Argentina to put the payments for the holdouts into escrow by December 15.

But on November 28, the 2nd Circuit gave Argentina a reprieve, saying it did not need to make the escrow payment for now.

The battle has even extended to the 2-1/2 month seizure of the Argentine naval vessel ARA Libertad in Ghana at the request of NML. The boat was freed on December 19 following a ruling by an international admiralty tribunal.

In its court papers, Argentina said that if Griesa's orders were allowed to stand, "we may very well see the end of such restructurings and enter an era where debt crises are unresolvable. This will increase litigation, not reduce it."

At the same time, the country's lawyers said Argentina understood the appeals court's desire to resolve the litigation, and "is prepared to do what it can to end it."

Argentina's lawyers said Fernandez was "prepared once again" to ask Argentina's Congress to end the litigation by treating the holdout bondholders the same as those who participated in the 2010 debt swap.

In a separate court filing, lawyers for holders of restructured bonds said that holdouts should not be treated better than "innocent" bondholders who took part in the swaps. The restructured bondholders include funds managed by Gramercy Financial Group LLC and BlackRock Inc , according to the court papers from the group.

The case is NML Capital Ltd et al v. Argentina, 2nd U.S. Circuit Court of Appeals, No. 12-105.

Thousands of critics ? including some journalism professionals ? have weighed in. And at least one blogger has retaliated by publishing the names and addresses of editors and executives at the Journal News, the publication headquartered in White Plains, N.Y., north of New York City and part of the Gannett organization.

Still, the Journal News is not backing down. Editors say they?ll publish information on handgun owners in a third county (Putnam) once county officials have responded to the Freedom of Information Act (FOIA) request that resulted in tens of thousands of names and addresses in Westchester and Rockland Counties.

The controversy began over the weekend when the Journal News ran a story on some 44,000 registered handgun owners in?the two counties, including names and addresses showing exactly where those gun owners live using Google Maps. ?The gun owner next door: What you don't know about the weapons in your neighborhood,? read the headline.

In the wake of the Newtown, Conn., school massacre that killed 20 first-graders and six school employees, quickly followed by a raging debate over gun control and Second Amendment rights, it?s not surprising that journalists would look for fresh and provocative angles to cover the story.

David Gregory, host of NBC?s ?Meet the Press,? has taken flak for showing an ammunition magazine in his interview with National Rifle Association CEO Wayne LaPierre last Sunday. Such large-capacity magazines are banned in the District of Columbia, where the show was taped.

The online magazine Slate has partnered with the anonymous creator of?the Twitter feed @GunDeaths to craft what it calls ?an interactive, crowdsourced tally of the toll firearms have taken since Dec. 14? ? the day when 20-year-old Adam Lanza, armed with an assault-style rifle, two handguns, and hundreds of rounds of ammunition in large-capacity magazines, forced his way into the Sandy Hook grade school in Newtown.

The Slate map details 206 gunshot deaths in the United States since Sandy Hook, including 21 teens and children.

But publishing the names and addresses of legitimate handgun owners is seen as very different from tallying gun deaths or discussing aspects of weaponry. (The Journal News report does not include ?long guns? ? shotguns and rifles, including assault-style rifles ? which do not require licenses.)

PhoneSat: Smart, small and sassy

Dec. 28, 2012 ? The fast-paced proliferation and popularity of mobile devices here on Earth, like smartphones loaded with powerful operating systems, will find a new niche market- this time in space, thanks to NASA's trailblazing PhoneSat project.

To be rocketed into space early next year, PhoneSat is set to showcase use of lower cost, off-the-store-shelf, commercially available technology that enables space commerce, educational activities and citizen-exploration.

"PhoneSat demonstrates a philosophy of taking a creative idea, then building and testing that inspiration in a very rapid way?as opposed to long planning processes typical of larger spacecraft programs," said Andrew Petro, NASA program executive for Small Spacecraft Technology within the Space Technology Program at NASA Headquarters in Washington. Petro said PhoneSat is an out of the box activity, one novel pathway being explored for small-sized satellites that, quite literally, "chip away" at lowering the cost of constructing future spacecraft. PhoneSat takes advantage of commercial products already imbued with speedy computing chips, lots of memory and ultra-tiny sensors like high-resolution cameras and navigation devices. That's a mix of attributes akin to what spacecraft require, Petro said. "Those are already built into a smart phone and that's what we're taking advantage of in the PhoneSat Project, which could ultimately lead to very low-cost satellite designs."

Non-traditional hardware

"From the programmatic level, we're exploring the use of non-traditional hardware and systems providers?outside of what you normally call the aerospace industries," said Bruce Yost, manager of the Small Spacecraft Technology program at the NASA Ames Research Center at Moffett Field, Calif., home to a tight-knit team of engineers that conceived of and developed PhoneSat.

"PhoneSat is a way to find other ways to do some of our space missions in a non-traditional manner," Yost said.

There are three prototype satellites built for launch in the PhoneSat Project, each a "nanosatellite" that is a 4-inch cube and weighs just three pounds. The three PhoneSats are dubbed Alexander, Graham, and Bell.

PhoneSat 1.0 makes use of Nexus One smartphone technology made by HTC Corporation and Google's Android operating system.

A beta version of PhoneSat 2.0 joins the two battery-powered PhoneSat 1.0 spacecraft. PhoneSat 2.0 is built around an updated Nexus S smartphone made by Samsung Electronics which runs Google's Android operating system to provide a faster core processor, avionics and gyroscopes.

PhoneSat 2.0 has solar panels to enable longer-duration missions and a GPS receiver. It also has magnetorquer coils -- electro-magnets that interact with Earth's magnetic field -- as well as reaction wheels to actively control the satellite's orientation in space.

"We're providing a set of 3 satellites, inserted into a spring-loaded dispenser attached to the launch vehicle. They're stacked in there like a toaster," said Jim Cockrell, PhoneSat 1.0 project manager at NASA Ames.

An Orbital Sciences Corporation Antares booster, roaring skyward from NASA's Wallops Flight Facility at Wallops Island, Va., will eject the trio of PhoneSat spacecraft into low Earth orbit in 2013.

Creative and cost-saving approach

A creative and cost-saving approach in fabricating the solar paneled PhoneSat 2.0 is the use of Triangular Advanced Solar Cells, or TASC. Purchased from Spectrolab of Sylmar, Calif. at a modest price, the solar cells are "leftovers" from the manufacturing process of larger solar cells.

Cockrell said the cells are very small so it took more of them to cover the given surface area available on the PhoneSat. The cells offer high efficiency (27 percent) and, as they are a byproduct of the fabrication of larger cells, they are sold very cheaply -- about $250 for a quantity of 100, he noted.

Yet another cost-cutting avenue taken was the PhoneSat project's use of economical, commercial off-the-shelf (COTS) brushless DC motors.

Cockrell said that the mass of the motors armatures provide all the momentum needed. "No external flywheel is attached, and they have built-in speed controllers," he said, "so the mechanical and electrical designs have minimum moving parts and are simple."

Because they are COTS hardware they are inexpensive. For comparison, Cockrell added, the least expensive, space-qualified, purpose-built attitude control system for CubeSats can cost two orders of magnitude more than the PhoneSat attitude control system made from COTS parts.

Popular Science magazine has chosen the NASA Ames Research Center's PhoneSat project as one of the winners in the Aerospace category for their "Best of What's New 2012" awards. PhoneSat is a demonstration project to build, launch and fly one of the lowest-cost, easiest-to-build satellites in space.

Technology demonstration

"The PhoneSat project is kind of a technology demonstration effort," said Jasper Wolfe, technical lead for attitude determination and control of the launch vehicle for the PhoneSat Project at NASA Ames.

During the PhoneSat Project's time in orbit, a global amateur radio community will be engaged, able to download and upload packets of data. Wolfe is anxious to see how they creatively utilize the Earth orbiting PhoneSats.

"Personally, one of the other benefits from PhoneSat is inspirational?demonstrating cool, cheap technologies that can inspire a lot of people to get involved in space," Wolfe said. "We want to keep up with all the technologies that are coming out and continually find new applications for technologies from other industries, particularly low-cost industries." NASA's Petro said the PhoneSat Project is a forerunner of things to come that can decrease the costs of future small spacecraft.

"It really is a revolution?and it's happening," Petro said. "My goal is to get in front of this wave and not be carried along by it?and see where NASA can make a contribution to the field."

Acupuncture: Approach to Natural Healing | Health and Fitness ...

acupuncture-feature

Acupuncture is a process of stimulating certain acupuncture points situated on the surface or very close to the skin.

There is a notion in Chinese medicine that life energy, known as Qi, flows in a regular pattern through and over the surface of the body via channels called meridians.

Each meridian is associated with one organ or a group of organs and nutrifies the blood vessels, flow, tissues and nervous pulse, improving functionality and promoting well-being. Also proper flow of Qi helps in maintaining an active balance of two opposite forces, Yin and Yang, to promote a salubrious state of body.
If this balance is disturbed or energy flow is obstructed or blocked, it could eventually pave the road to several diseases. One of the ancient and effective ways of unblocking the movement of Qi and reestablishing the normal energy flow through meridians is by needling at specific points in the body and this practice is called acupuncture.

Acupuncture is a process of stimulating certain acupuncture points situated on the surface or very close to the skin which have the tendency to modify various physiological acupuncture needle pointsand biochemical conditions for achieving sound health. This practice dates back around 2000 years when it was first performed in China. It is one of the disciplines constituting the Traditional Chinese Medicine and has great efficacy in treating various health ailments, boosting the immune system and maintaining a complete harmony of body and mind.

How Acupuncture works

Acupuncture works with the Qi or energy of the body directly. People who practice this treatment believe that a person becomes susceptible to illness if the regular flow of energy throughout the body is depleted or struck or weakened due to factors such as biological, mechanical, chemical, physical, mental or hereditary and by puncturing over the acupoints this obstruction can be easily removed. Acupoints are areas near or over the surface of skin that are electrically sensitive.
By inserting pointed, stainless steel needles at such points, various sensory receptors are stimulated and also improved nervous signals are generated to hypothalamus-pituitary glands which release natural pain killing chemicals of the body, endorphins and neurotransmitters.

This helps in making the body stronger and more immune to disease and relieves from various pains like back pain, head ache, arthritis and many other conditions. The needles are slightly inserted, not pinched, into the skin which makes it a painless, safe and effective treatment of many conditions.

Acupuncture benefits

Performed by certified acupuncture practitioners, acupuncture has now become a part of conventional medical procedures for the treatment of several diseases and health conditions, promoting both physical and mental well being. The spectrum of benefits offered by acupuncture is very vast and includes wide miscellanea of disorders.

Although best known for its pain controlling ability, this Chinese treatment can be used for treating respiratory disorders like asthma, sinusitis, bronchitis and common cold. It also benefits toothache, musculoskeletal and neurological disorders and eye problems such as conjunctivitis, cataract and nearsightedness.

Acupuncture can be effective in eliminating or reducing the need of taking drugs to regulate pain or symptoms of certain health conditions. It also stimulates faster recovery, improved circulation and lower symptoms of stress. ?Since it strengthens the immune system of the body naturally, the body becomes less vulnerable to infections, colds and flu. Other benefits include relief from post surgical nausea, vomiting, psychological or emotional imbalances, eating disorders, depression and rejuvenation of natural body energy.

More than a cure, acupuncture is used as preventive medicine that forestalls illness from occurring. Since it is safe and involved no side effects, people even without any disorder can receive acupuncture to maintain proper flow of energy through the body and promote a perfect sense of being healthy, strong and active. It is also used, side by side, with conventional medical treatments for various acute and chronic diseases.

Food and Drink: Sweetening Up Fruit Recipes

Everyone has heard the five a day slogan in terms of fruits and vegetables, however not very many people really do a good job at actually meeting it. For whatever reason fruits just are not a big part of people's lives, and that's unfortunate. Fruits are actually very important for the body as they are quite beneficial to one's health. Unlike some other health foods, many fruits do actually taste great as well. In fact there are a number of simple fruit recipes out there that are both easy to make and taste great.

Instead of just having a boring apple in the morning before work, why not enjoy something with lunch with one of these great fruit recipes?

Apricots aren't necessary something people will have commonly, but they taste great and make a delicious snack. For those who have a bit of a sweet tooth, mixing a bit of honey, sugar and a cinnamon stick in with apricots can create a tasty sauce. Pour it over some yogurt for a snack or over frozen yogurt for dessert. If you are already a fan of chicken for dinner, try adding a little extra flavor by spicing it up with pomegranates and blackberries. After grilling the chicken, add a sauce consisting of pomegranate juice, brown sugar, molasses, blackberries and if you prefer garlic, ginger and red pepper. It's sure to how a fresh fruit recipe take on the old classic of chicken for dinner.

For a quick breakfast in the morning, skip the buttered toast and instead make your own spread out of strawberries. All you need to make it is sugar, water, lemon zest and juice as well as the strawberries. It can be saved in a container in the refrigerator allowing for multiple uses throughout the week. Not only does it taste great, but it is also a healthy way to start off in the morning. One of the easiest ways to up your fruit intake is by whipping up a fruit salad. Mixing together blueberries, raspberries and apples can make for great fruit recipes.

If you are not quite in the mood to really prepare something, the best way to eat more fruit is usually just to find something that you like and actually want to eat. There are so many different kinds of fruit out there that it's not hard to find something. In the summer, the abundance of watermelon is a beacon of good times and importantly also counts towards your total fruit count for the day.

When in doubt, look online for some fresh fruit recipes and try your hand at something new. Even if it does not come out quite as you had expected at least it is a new experience in the kitchen. It is never a bad thing to at least give it a try and skip the boring routine of quickly chomping down on a single piece of boring fruit a few times a day. Even if you've found a single piece that you love, it can still be found to see what else is out there.

House back Sunday night, will have 29.5 hours to strike deal on fiscal cliff

President Barack Obama salutes as he returns via Marine One from a Christmas visit with his family in Hawaii, to??Will parachutes be provided? Republican House leaders informed their rank-and-file on a conference call Thursday that they have to be back at work at 6:30 p.m. Sunday ? giving them, oh, 29.5 hours to forestall the ?fiscal cliff.?

Absent a last-minute compromise, Americans will see across-the-board income-tax hikes and painful federal spending cuts come into force January 1. Some economists fear that, taken together, the measures could plunge the economy into a new recession.

Technically, however, the Congress could vote the cliff into oblivion at any time ? either before OR after the income-tax increases and spending cuts are slated to take effect. Republican House Majority Leader Eric Cantor noted on Twitter that lawmakers ?may be in session through Wednesday, January 2.?

House Speaker John Boehner told his troops on the conference call that the Senate would have to act first, either by passing, or by amending, legislation the House has already passed to avert the cliff.

?If the Senate will not approve these bills and send them to the president to be signed into law in their current form, they must be amended and returned to the House,? he said, according to a source on the call.

Valuable Ideas For Residence Remodeling | Audio Video - elueny's ...

There are several different kinds of home remodeling ventures that you might want to think about. Unless you plan to completely renovate your home, however, you have to make some decisions about where to start. Directing your attention toward compulsory repairs first is important and later you can redirect your attention to the things that will make your home more cozy and appealing. You may want to put into practice some of the following suggestions for home remodeling.

Typically, if you wish to make sizable improvements to your home, than you need a permit. This varies from place to place, so it is important that you check into this before beginning any home improvement projects. If you choose not to, then you open up the possibility of being fined by the city or county when someone sees what you have done. All you really need to do is pick up your phone and call the local government offices to learn what is necessary. If a licensed contractor will be doing the work for you, he will usually deal with this for you however if you are hiring a general laborer or handyman, it is something you will have to deal with. Typically, ascertaining a permit is not a hurdle, although it is one thing you do not want to forget about if you wish to steer clear of any hurdles in the future.

All right, we have gone over the first couple of points regarding home remodeling, of course you recognize they play a significant role. Of course we strongly suggest you learn more about them. It is difficult to ascertain all the various means by which they can serve you. However, we always emphasize that anyone takes a closer look at the general big picture as it applies to this subject. Continue reading because you do not want to miss these critical knowledge items.

One way to add a cozy new area for you and your family to gather is to build a deck. If you want to do this yourself, you have to consider all of the specifications first. You?ll want to make your deck as convenient and comfortable as possible, and also located in a spot that you?ll want to spend a lot of time. The best spot for a deck is usually where you?ll have some shade during the day. When planning the location of your deck, you may also want to think about the matter of privacy. If you want a new deck, you have to make the decision of hiring help or making it a DIY project. Just be aware that building a deck is a time consuming project that takes a certain amount of skill.

No matter what kind of home remodeling you?re planning, look for ways to make your home more energy efficient. Every step you take in this area will save you money on bills and also make your home more valuable and up to date. It?s not a good idea to rely on a fireplace for heating your home, and if you do have one make sure the damper is closed when you?re not using it. If this isn?t working properly, your chimney will be a constant source of drafts entering your home. Windows are another area of your home to examine for energy efficiency. Look for windows with a low U-value, which indicates better insulation. How your windows are installed is also a big factor, so make sure this is done by someone who?s an expert.

There are so many types of home remodeling possibilities, so you have to consider your needs and resources. Whether you?re doing your own home improvements or hiring help, don?t underestimate the cost or the amount of time it will take. It?s best to approach home improvement with a workable plan, but also have some flexibility in case you need to make changes.

Is Federal Flood Insurance Defensible? | Politics And Regulation ...

MINYANVILLE ORIGINAL Superstorm Sandy facilitated the coming together of Americans in many ways. Of course, people from all walks of life banded together to contribute to recovery efforts in the tri-state area. Unexpectedly, the destruction wreaked in the fall has also brought together Americans from differing ideological spectrums.
?
The issue at hand is the Federal Emergency Management Agency?s (FEMA) National Flood Insurance Program (NFIP), which is a federally-backed insurance program sold through most private insurers, such as ACE (NYSE:ACE), AIG (NYSE:AIG), Cincinnati Financial?(NASDAQ:CINF), Progressive?(NYSE:PGR), Hartford?(NYSE:HIG), and?Travelers?(NYSE:TRV), that covers Americans living in flood-prone areas. Before Sandy made landfall, the NFIP was already at least $17.75 billion in debt, and the final costs of the storm could wipe out the program?s remaining $3 billion statutory borrowing authority.
?
Libertarians, unsurprisingly, are against the NFIP. Fox Business Network personality John Stossel, for example, wrote an article on the flaws of the program just over a month before Sandy struck the US.
?

Private insurance companies were reluctant to sell insurance to those of us who build on the edges of oceans, and were they to offer it, they'd charge an arm and a leg to cover the risk. But this wasn't a problem for me, because you offered to insure my house. I know you didn't do it personally, but you, as a taxpayer, are the guarantee behind federal flood insurance. Should a big storm wipe out half the coast, you'll cover our losses ? up to a quarter-million dollars. Thanks ? we appreciate it ? but what a dumb policy.

?
Stossel argued that the NFIP all but incentivizes people to build property in flood-prone coastal areas, and that its cheap insurance premiums disproportionately benefited affluent homeowners with beachfront property.
?
However, in the aftermath of Sandy, even the more liberal New York Times published an editorial calling for the end of the NFIP.
? Homeowners and businesses should be responsible for purchasing their own flood insurance on the private market, if they can find it. If they can?t, then the market is telling them that where they live is too dangerous. If they choose to live in harm?s way, they should bear the cost of that risk ? not the taxpayers. Government?s primary role is ensuring the safety of its citizens, so the government?s subsidizing of risky behavior is completely backward....
?
The bottom line is that the flood insurance program is a fiscal time bomb for the government.
?
We should phase out the program, begin thinking strategically about how to shift populations away from the most risky coastal areas, and use the best available science to update the woefully out-of-date coastal-zone risk profiles that government agencies currently rely on to determine danger. We also need to encourage more stringent building codes that take into account the full range of climate risks. (Officials in New York and New Jersey this week estimated the overall costs of Hurricane Sandy in the two states at a?combined $72 billion.) ?
With Americans across the political spectrum coming out against the NFIP, is the program defensible? Yes, Ann Myhr, senior director of knowledge resources for The Institutes, a leader in property-casualty insurance education, tells Minyanville.
?
Myhr says that there are a lot of provisions within the NFIP before a community can participate in the program.
?
She said, ?[Communities] have to agree to participate in mitigation activities to lower the overall risk. They have to adopt certain land use regulations. That?s why in towns with rivers that run through them ? a lot of the land that is adjacent to the river is just a park or a parking lot.?

MANILA - A number of South Korean small and medium enterprises are moving their factories to the Philippines from China, the Department of Trade and Industry said on Wednesday, citing a recent report in a Korean-language publication.

The report ?For Korean SMEs, the Philippines is the Emerging Overseas Investment Destination of Choice? published on December 10 in the Korea Economic Daily cited data from the Export-Import Bank of Korea (Korea Eximbank) showing that a? growing number of South Korean companies are setting up shop in the Philippines.

From 69 in 2009 and 74 in 2010, the number of new South Korean-led firms in the Philippines jumped to 82 in 2011, Korea Eximbank data showed.

?Last year, among the Asean countries, Philippines ranked third after Vietnam (197 companies) and Indonesia (156),? the Korea Economic Daily report said.

During the first quarter of this year, 22 South Korean companies were established in the Philippines, up from 19 in the same period last year. Among the new firms were Iam (electronics), Koren (electronics) and Nurian International (garments).

South Korean SMEs said their Philippine expansion was due to workers? English-language proficiency as well as the lower labor cost here compared with China.

Filipino workers? average monthly salary of about $300 is half of those in China, the Korea Economic Daily article said.

In the Philippines, ?[t]here are six working days a week and it is possible to work on weekends even without overtime. English is the most commonly used, and communication is not a problem,? it said.

The report cited the experience of South Korean firm Nanos, a manufacturer of infrared rays block filters for smartphones, which expanded in the Philippines last year because of ?skyrocketing? labor expenses in China.

?It is hard to expect any merits in China, therefore, they built a new factory and they are planning for mass production starting December 2012 in the Philippines. They will just maintain their existing operations in China, but additional investments will, from hereon, be diverted into the Philippines,? Korea Economic Daily quoted Nanos president Hae Jin Lee as saying.

The article said over 20 South Korean SMEs that operate in China as well as a local conglomerate visited the Philippines last month for an exploratory business mission.

The report quoted a member of the said business delegation as saying that ?the cost of labor in the Philippines is better than China?s, and the country?s infrastructure such as power and roads are much better then Vietnam?s.?

The Korea Economic Daily article also quoted Korean Chamber of Commerce Philippines president Edward Eun-Gap Chang as saying that investment inquiries from South Korean SMEs, most of which are operating in China, have risen during the past few months.

?He [Chang] believes that because of language, infrastructure, religion and cost competitiveness, China is fast losing its attractiveness to foreign investments,? the report said.

It said China is losing South Korean SME investments and expansion projects to Asean countries like the Philippines, as ?China is now considered as a market and no longer as production base.?

Korea Eximbank data showed that the average minimum wage in China went up by over a fifth last year and is poised to continue rising by over 13 percent in 2015. Hence, the number of South Korean SMEs operating in China dropped to 533 during the third quarter of this year from 634 last year.

The Philippine Trade and Investment Center (PTIC) in Seoul said the Korea Economic Daily is among South Korea?s ?most widely read and respected economic dailies.?

?Owned by a syndication of conglomerates that include Samsung, Hyundai, SK, and LG, it has a readership of at least one million,? said PTIC Seoul commercial counselor Nicanor Bautista.
