Create a Makeshift Funnel with Aluminum Foil

Create a Makeshift Funnel with Aluminum Foil If you need to fill a narrow-necked container, but don't keep a funnel stocked around the kitchen, it's easy to make your own out of aluminum foil.

This is about as simple as kitchen hacks come. Just roll up some foil in a funnel shape, and stick the small end through the neck of your desired container. I'd recommend rolling it several layers thick to it won't get knocked out of place by a stream of liquid, but it should be fine as long as you pour slowly. A few pieces of tape can also help keep the shape intact.

Real Simple suggests using this to transfer salad dressing and condiments from plastic containers to glass carafes, which would go a long way towards classing up your refrigerator. Check out the source link for more clever uses for foil.

ABC'S "Wife Swap" Mocks Tea Party, Promotes Polyamory - The ...

RUSH: Let's go to the audio sound bites, shall we?? Take you back to me on this program March 26, which just three days ago.

RUSH ARCHIVE: There is a movement in this country that you don't hear much about called polyamory. Our caller Art said, "Oh, no, no, no. No, no, no. That's where I draw the line." You can't have more than two people get married. Well, there's a movement for that, and the proponents are being urged to shut up about it and just do it.

RUSH:? There is a movement, polyamory, multiple spouses, and we had the story about the movement as an official trade organization, lobbying group. The members are being urged to shut up about it so that nobody knows, so that there won't be any push-back.? DOMA was push-back, by the way.? DOMA was push-back against gay marriage.? Bill and Hillary Clinton and all the Democrats that supported DOMA back in 1997 didn't have the guts to say they were opposed to same-sex marriage because of the campaign donations that come in from the gay community, Hollywood particularly, but all over.

They didn't have the guts to say they were opposed to same-sex marriage, so they came up with DOMA, the Defense of Marriage Act, which defined marriage for federal purposes as that between a man and a woman. Because back then if you're Clinton that's how you kept your approval rating at 60% or you got reelected.? But DOMA, in one sense, was push-back.? Minor push-back, but nevertheless it was.? So now we got polyamory.? Let's go to the sound bites from last night.

You know, ABC has a show in primetime called Wife Swap.? They do.? They have a program called Wife Swap, and last night they swap a Tea Party activist with a polyamorous family.? I'm not kidding you. The Tea Partiers are painted as the Bible-thumping freaks, and the polyamorous family portrayed as the open-minded, full of love, and sympathetic bunch.? The wives are Gina Loudon, a San Diego Tea Party activist and a New York polyamorous wife, Angela Envy, and here is how the program opened.

ANNOUNCER: (dramatic music) Tonight on Wife Swap.? Two very different wives. (gunshot) A gun-toting Tea Party activist.

GINA LOUDON:? You can't defend your rights, then you don't have any rights.

ANNOUNCER:? And a polyamorous wife who lives with her husband and their girlfriend.

ANGELA ENVY:? I can't imagine it without her!

ASHLEY:? It's crazy, but I love it.

ANNOUNCER:? Swap lives for two weeks.

RUSH:? You shouldn't doubt me.? Primetime, ABC last night, Wife Swap. (interruption) The Official Program Observer has raised his hand for question.? Yes, Mr. Snerdley, what is it? (interruption)? I don't know, Snerdley. I don't know. I happened to stumble across this last night.? I don't even know how, but the bottom line is... (interruption) "How far does the Wife Swap thing go?"? Why, do you want to play?? (interruption) I assume they do.? It's like Home Makeover.? I assume they literally swap.? That's what the program is.? (interruption)

Do they totally...? (interruption)? Yeah, I "know what you mean."? I know what swapping wives means. (interruption)? That we see, Dawn.? Dawn said, "There's no kissing or anything." That we see.? We don't know what goes on when the cameras aren't rolling.? Strip poker? Who knows what's going on in there.? Anyway, my point here is that they've got a Tea Party activist that they swap with a woman in a polyamorous relationship. The Tea Party activist is a fuddy-duddy, Bible-thumping, closed-minded bigot. The wife that's in the polyamorous relationship is loooooving, open-miiiiinded (giggles), and loves both of her partners.?

Here, listen to the setup again. Grab sound bite number eight again.? The setup is the intro to the ABC show Wife Swap.

RUSH:? Okay. The Tea Party wife is Gina Loudon and the polyamorous wife is Angela Envy, and she lives with her husband and "their girlfriend." Not his or her girlfriend, their girlfriend.? Now, here's another bite on the Tea Party side.? This is another portion of the announcer describing the scene in the program Wife Swap.

ANNOUNCER:? Meet Gina Loudon from San Diego, California.

GINA LOUDON:? You take Hitler. You take Mussolini. You take Pol Pot. They were all liberals.? Let's not forget that.

ANNOUNCER:? Gina is a journalist, author, political pundit, and staunch supporter of the Tea Party movement.

GINA LOUDON:? Faith is the cornerstone of the Loudon family.

MR. LOUDON:? "He that walketh in his uprightness feareth the Lord."

GINA LOUDON:? My family is grounded in God.? We are Christians.? We believe in Jesus Christ. (gunshot) I don't think the government should regulate how many guns I own.? People are afraid of the guns, so they just want to throw 'em all away.

RUSH:? Did you hear that??

They have her say, "My family is grounded in God.? We are Christians.? We believe in Jesus Christ," and then the gunshot. ABC puts a gunshot in there.? Did you catch that?? All right. One more bite. Here's how they describe the polyamorous couple. You just heard it. This woman may as well be Sarah Palin, right?? Bible thumping. "Everybody on the left is Hitler, Mussolini, Pol Pot. They were liberals! Let's grab our gun and kill everybody!" That's how the Tea Party wife is portrayed.? Now, let's go to the polyamorous wife and listen to the announcer talk about this trio.

ANNOUNCER:? In New York is the nonpolitical and polyamorous Envy family.

ANGELA ENVY:? Me and Chris have been married eight years now, and Ashley is our girlfriend.

ASHLEY:? Chris, Angela, and I have, like, a very passionate, loving relationship.? I've just become part of the whole family.

CHRIS ENVY:? I had no idea that it was gonna develop into an actual relationship, but I'm happy it did.

ANGELA ENVY:? Ashley fits into the family perfectly.

ASHLEY:? I was hanging out with them more as friends in the beginning and just turned into more.? I went from being a college girl to living in a house with four children.

ENVY:? The trio all live together with Chris and Angela's children.

RUSH:? Oh, how loving! Oh, man, how wonderful are these people?? Now that you've heard it, I'm gonna go back. I'm gonna play those two things back-to-back for you -- and I just want to tell you that it's an hour-long show.? We could have done endless sound bites. But the way it turns out, the way the show turns out, is about three-quarters of the way through the show, the Tea Party wife gets thrown out of the polyamorous house. The Tea Party family drops out of the show.

They are painted as intolerant, Bible-thumping prudes.?

The polyamorous family are the normal, loving, sympathetic characters whose worst trait is eating a lot of junk food.? If you watch the whole show, that's how it unfolded.? Now, this is not insignificant, folks.? This is primetime television.? This is the kind of thing that has been going on and taking place that slowly but surely chips away at what used to be normal, and now what justifies all these things. "It's perfectly fine. It's cool.? Three people in a relationship? Four people?

"Cool! I love it!? Fine, man! Let's all get married."? This is how young people get softened up to accept all this, having no clue what they're doing, because they haven't been raised with any moral foundation. The Tea Party family is thrown off the show because they're a bunch of closed-minded, intolerant, Bible-thumping prudes.? We'll play those two things back-to-back so that you can once again hear the different ways the two families are portrayed.?

BREAK TRANSCRIPT

RUSH:? And we're back.? Okay, we're gonna play these sound bites back to back.? Snerdley just said, "When did this start, the network deciding to... well, publicize, promote, what have you, the whole notion of polyamory?"? I don't know, but it's Disney.? Hee-hee-hee.? Disney owns ABC.? That's not the point here.? There's another question: Why would this Loudon family do this??

This is why, folks, we need an academy for conservatives to tell them, "I don't care how much you want fame, do not rely on the mainstream media or networks to give it to you.? They're just gonna impugn you, laugh at you, make fun of you, and so forth," which is what's happening.? Okay.? Here's the announcer introducing the Loudon family, the Tea Partiers...?

RUSH: Okay, they believe in Jesus. Now the polyamorous family...

RUSH: So. (sigh) The Loudon family, "We believe in Jesus Christ."? Gunshot!? Bang!? This other ones? The polyamorous family? Oh, they're loving, they're sensitive, they just love the kids! The other bunch? "Hitler! Mussolini! Give us our guns. We want to shoot people right after we praise Christ. Bang!"? (laughing)

Anyway, I gotta take a break. I don't know, folks.?

BREAK TRANSCRIPT

RUSH:? Now, that Wife Swap show. Folks, if you go to any online discussion forum (I checked this) where they are talking about this episode, and you will see that the Tea Party family is being excoriated and ridiculed for being a bunch of bigoted hicks.? That show is a microcosm of how we've lost the low-information voters, or who the low-information voters are.? That episode right there.?

Boston Cops Hilariously Pose Online As Punk Rockers

A recent city noise control ordinance in Boston has cops cracking down on roving rock shows that don't take place in formal venues. So they're posing as punk rockers online to sniff out concert locations so they shut them down more easily. Only problem is their police work reads like an out of touch parent trying to talk to a teen about that new fangled rock and/or roll. More »

Cell reprogramming during liver regeneration

Friday, March 29, 2013

During embryonic development, animals generate many different types of cells, each with a distinct function and identity.

"Although the identities of these cells remain stable under normal conditions, some cells can be persuaded to take on new identities, through reprogramming," says Ben Stanger, MD, PhD, assistant professor of Medicine in the Division of Gastroenterology at the Perelman School of Medicine, University of Pennsylvania.

Researchers have been able to reprogram cells experimentally, but few have shown that cells can change their identities under normal physiological conditions in the body, particularly in mammals.

In the cover article of this month's issue of Genes and Development, Stanger, PhD candidate Kilangsungla Yanger, Yiwei Zong, PhD, and their colleagues, did just that in the liver of a mouse. Stanger is also an investigator in the Abramson Family Cancer Research Institute and the Department of Cell and Developmental Biology.

The adult liver contains two major cell types ? hepatocytes and biliary cells ? that differ dramatically in appearance and function. Hepatocytes are the main cell type in the liver, where they synthesize proteins and other macromolecules, and detoxify toxic substances. Biliary cells, on the other hand, line the bile ducts, which carry bile from the liver to the small intestine to help digest fats.

Using a sensitive method to tag and track how cells develop and differentiate, the researchers found that conditional expression of an activated Notch1 gene converted hepatocytes into biliary cells. Notch is an important receptor for relaying signals to tell cells how to develop.

What's more, after the researchers injured liver cells with a variety of toxins to stimulate wound healing, they found that over two to three weeks hepatocytes activated a biliary cell program on their own, acquiring the shape and function of biliary cells. These changes were dependent on the activation of endogenous Notch signaling.

"This is direct evidence that cells can be converted from one mature cell type to another in a live animal, as part of a normal response to injury," says Stanger. "We think that augmenting pre-existing cell reprogramming relationships may be another way to engineer cells for the treatment of diseases in which there are not enough bile ducts, such as cholestasis."

Chavez's legacy gains religious glow in Venezuela

(AP) ? Holding a Bible in her arms at the start of Holy Week, seamstress Maria Munoz waited patiently to visit the tomb of the man she considers another savior of humanity.

The 64-year-old said she had already turned her humble one-bedroom house into a shrine devoted to the late President Hugo Chavez, complete with busts, photos and coffee mugs bearing his image. Now, she said, her son-in-law was looking for a larger house to display six boxes' worth of Chavez relics that her family has collected throughout his political career.

"He saved us from so many politicians who came before him," Munoz said as tears welled in her eyes. "He saved us from everything."

Chavez's die-hard followers considered him a living legend on a par with independence-era hero Simon Bolivar well before his March 5 death from cancer. In the mere three weeks since, however, Chavez has ascended to divine status in this deeply Catholic country as the government and Chavistas build a religious mythology around him ahead of April 14 elections to pick a new leader.

Chavez's hand-picked successor, Nicolas Maduro, has led the way, repeatedly calling the late president "the redeemer Christ of the Americas" and describing Chavistas, including himself, as "apostles."

Maduro went even further after Argentine Cardinal Jorge Mario Bergoglio became Pope Francis earlier this month. Maduro said Chavez had advised Jesus Christ in heaven that it was time for a South American pope.

That comes as Maduro's government loops ads on state TV comparing Chavez to sainted heroes such as Bolivar and puts up countless banners around the capital emblazoned with Chavez's image and the message "From his hands sprouts the rain of life."

"President Chavez is in heaven," Maduro told a March 16 rally in the poor Caracas neighborhood of Catia. "I don't have any doubt that if any man who walked this earth did what was needed so that Christ the redeemer would give him a seat at his side, it was our redeemer liberator of the 21st century, the comandante Hugo Chavez."

Chavistas such as Munoz have filled Venezuela with murals, posters and other artwork showing Chavez in holy poses surrounded by crosses, rosary beads and other religious symbolism.

One poster on sale in downtown Caracas depicts Chavez holding a shining gold cross in his hands beside a quote from the Book of Joshua: "Comrade, be not afraid. Neither be dismayed, for I Will be with you each instant." The original scripture says "Lord thy God," and not "I," will accompany humanity each instant.

The late leader had encouraged such treatment as he built an elaborate cult of personality and mythologized his own rise to power, said Carolina Acosta-Alzuru, a University of Georgia media studies scholar who hails from Venezuela.

She said Chavez's successors are clearly hoping that pumping up that mythology can boost Maduro's presidential campaign, which has been based almost entirely on promises to continue Chavez's legacy. The opposition candidate, Gov. Henrique Capriles, counters that Maduro isn't Chavez, and highlights the problems that Chavez left behind such as soaring crime and inflation.

"They're fast-tracking the mythification," Acosta-Alzuru said of the government. "Sometimes I feel that Venezuelan politics has become a big church. Sometimes I feel it has become a big mausoleum."

Teacher Geraldine Escalona said she believed Chavez had served a divine purpose during his 58 years on earth, including launching free housing and education programs and pushing the cause of Latin American unity.

"God used him for this, for unifying our country and Latin America," the 22-year-old said. "I saw him as a kind of God."

Such rhetoric has upset some religious leaders and drawn the reproach of Venezuela's top Roman Catholic official, Cardinal Jorge Urosa Savino, on the eve of the Easter holidays.

"One can't equate any hero or human leader or authority with Jesus Christ," Urosa warned. "We can't equate the supernatural and religious sphere with the natural, earthly and sociopolitical."

Chavez, in his days, crossed paths frequently with Venezuela's church, which sometimes accused the socialist leader of becoming increasingly authoritarian. Chavez described Christ as a socialist, and he strongly criticized Cardinal Urosa, saying he misled the Vatican with warnings that Venezuela was drifting toward dictatorship.

Emerging this week from a church on the outskirts of Caracas, Lizbeth Colmenares slammed politicians from both sides for using derogatory language in the campaign, particularly during Holy Week.

"They are not following the words of Christ," said Colmenares, a 67-year old retiree who was holding palm fronds woven into the shape of the Holy Cross. "They should be more humble and they shouldn't be attacking each other that way."

Of course, politics and religion have long mixed in Latin America, starting with the Spanish conquest of the New World, which Mexican writer Carlos Fuentes famously said was carried out "between sword and cross."

In the 20th century, Argentine first lady Eva Peron helped start a leftist Latin American pantheon after her untimely death in 1952. She's since become a veritable saint for millions in her homeland, with pictures of her angelic face still commonly displayed in homes and government offices. Like Chavez, Peron was worshipped as a protector of the poor as well as a political fighter.

Chavez tied his own legacy to Bolivar, incessantly invoking his name and delivering hundreds of speeches with Bolivar's stern portrait looming over his shoulder. Chavez renamed the whole country "The Bolivarian Republic of Venezuela" and ordered a giant mausoleum built to house Bolivar's bones.

A short animated spot shown repeatedly on state TV this month makes clear that Chavez has already become a political saint for millions. It shows Chavez, after death, walking the western Venezuelan plains of his childhood before coming across Peron, Bolivar, the martyred Chilean President Salvador Allende and Argentine revolutionary Ernesto "Che" Guevara, among others.

"We know that in Argentina we have a Peronism that is very much alive," said Acosta-Alzuru. "And there are other examples in Latin America where a leader, a caudillo, tries to be everything for the country. What Maduro and Chavez's followers are doing is trying to keep Chavez alive."

Some Chavez supporters waiting to visit his tomb on a hill overlooking Caracas said their comandante is with them in spirit ? and for that reason they planned to vote for Maduro, confident that Chavez was guiding his hand.

Reaching the marble tomb means first walking through an exhibit celebrating Chavez's life and military career, with photos and text exalting a seemingly inevitable rise to immortality.

"He's still alive," said 52-year-old nurse Gisela Averdano. "He hasn't died. For me, he will always continue."

Head-on collisions between DNA-code reading machineries accelerate gene evolution

Mar. 28, 2013 ? Bacteria appear to speed up their evolution by positioning specific genes along the route of expected traffic jams in DNA encoding. Certain genes are in prime collision paths for the moving molecular machineries that read the DNA code, as University of Washington scientists explain in this week's edition of Nature.

The spatial-organization tactics their model organism, Bacillus subtilis, takes to evolve and adapt might be imitated in other related Gram-positive bacteria, including harmful, ever-changing germs like staph, strep, and listeria, to strengthen their virulence or cause persistent infections. The researchers think that these mechanisms for accelerating evolution may be found in other living creatures as well.

Replication -- the duplicating of the genetic code to create a new set of genes- and transcription -- the copying of DNA code to produce a protein -- are not separated by time or space in bacteria. Therefore, clashes between these machineries are inevitable. Replication traveling rapidly along a DNA strand can be stalled by a head-on encounter or same-direction brush with slower-moving transcription.

The senior authors of the study, Houra Merrikh, UW assistant professor of microbiology, and Evgeni Sokurenko, UW professor of microbiology, and their research teams are collaborating to understand the evolutionary consequences of these conflicts. The major focus of Merrikh and her research team is on understanding mechanistic and physiological aspects of conflicts in living cells -- including why and how these collisions lead to mutations.

Impediments to replication, they noted, can cause instability within the genome, such as chromosome deletions or rearrangements, or incomplete separation of genetic material during cell division. When dangerous collisions take place, bacteria sometimes employ methods to repair, and then restart, the paused DNA replication, Merrikh discovered in her earlier work at the Massachusetts Institute of Technology.

To avoid unwanted encounters, bacteria orient most of their genes along what is called the leading strand of DNA, rather than the lagging. The terms refer to the direction the encoding activities travel on different forks of the unwinding DNA. Head-on collisions between replication and transcription happen on the lagging strand.

Despite the heightened risk of gene-altering clashes, the study bacteria B. subtilis still orients 25 percent of all its genes, and 6 percent of its essential genes, on the lagging strand.

The scientist observed that genes under the greatest natural selection pressure for amino-acid mutations, a sign of their adaptive significance, were on the lagging strand. Amino acids are the building blocks for proteins. Based on their analysis of mutations on the leading and the lagging strands, the researchers found that the rate of accumulation of mutations was faster in the genes oriented to be subject to head-on replication-transcription conflicts, in contrast to co-directional conflicts.

According to the researchers, together the mutational analyses of the genomes and the experimental findings indicate that head-on conflicts were more likely than same-direction conflicts to cause mutations. They also found that longer genes provided more opportunities for replication-transcription conflicts to occur. Lengthy genes were more prone to mutate.

The researchers noted that head-on replication-transcription encounters, and the subsequent mutations, could significantly increase structural variations in the proteins coded by the affected genes. Some of these chance variations might give the bacteria new options for adapting to changes or stresses in their environment. Like savvy investors, the bacteria appear to protect most of their genetic assets, but offer a few up to the high-roll stakes of mutation.

The researchers pointed out, "A simple switch in gene orientation ?could facilitate evolution in specific genes in a targeted way. Investigating the main targets of conflict-mediated formation of mutations is likely to show far-reaching insights into adaptation and evolution of organisms."

Risk of autism is not increased by 'too many vaccines too soon,' study shows

Mar. 29, 2013 ? Although scientific evidence suggests that vaccines do not cause autism, approximately one-third of parents continue to express concern that they do; nearly 1 in 10 parents refuse or delay vaccinations because they believe it is safer than following the Centers for Disease Control and Prevention's (CDC) schedule. A primary concern is the number of vaccines administered, both on a single day and cumulatively over the first 2 years of life. In a new study scheduled for publication in The Journal of Pediatrics, researchers concluded that there is no association between receiving "too many vaccines too soon" and autism.

Dr. Frank DeStefano and colleagues from the CDC and Abt Associates, Inc. analyzed data from 256 children with autism spectrum disorder (ASD) and 752 children without ASD (born from 1994-1999) from 3 managed care organizations. They looked at each child's cumulative exposure to antigens, the substances in vaccines that cause the body's immune system to produce antibodies to fight disease, and the maximum number of antigens each child received in a single day of vaccination.

The researchers determined the total antigen numbers by adding the number of different antigens in all vaccines each child received in one day, as well as all vaccines each child received up to 2 years of age. The authors found that the total antigens from vaccines received by age 2 years, or the maximum number received on a single day, was the same between children with and without ASD. Furthermore, when comparing antigen numbers, no relationship was found when they evaluated the sub-categories of autistic disorder and ASD with regression.

Although the current routine childhood vaccine schedule contains more vaccines than the schedule in the late 1990s, the maximum number of antigens that a child could be exposed to by 2 years of age in 2013 is 315, compared with several thousand in the late 1990s. Because different types of vaccines contain varying amounts of antigens, this research acknowledged that merely counting the number of vaccines received does not adequately account for how different vaccines and vaccine combinations stimulate the immune system. For example, the older whole cell pertussis vaccine causes the production of about 3000 different antibodies, whereas the newer acellular pertussis vaccine causes the production of 6 or fewer different antibodies.

An infant's immune system is capable of responding to a large amount of immunologic stimuli and, from time of birth, infants are exposed to hundreds of viruses and countless antigens outside of vaccination. According to the authors, "The possibility that immunological stimulation from vaccines during the first 1 or 2 years of life could be related to the development of ASD is not well-supported by what is known about the neurobiology of ASDs." In 2004, a comprehensive review by the Institute of Medicine concluded that there is not a causal relationship between certain vaccine types and autism, and this study supports that conclusion.

Neither party has cash for student loan rate fix

WASHINGTON (AP) ? Incoming college freshmen could end up paying $5,000 more for the same student loans their older siblings have if Congress doesn't stop interest rates from doubling.

Sound familiar? The same warnings came last year. But now the presidential election is over and mandatory budget cuts are taking place, making a deal to avert a doubling of interest rates much more elusive before a July 1 deadline.

"What is definitely clear, this time around, there doesn't seem to be as much outcry," said Justin Draeger, president of the National Association of Student Financial Aid Administrators. "We're advising our members to tell students that the interest rates are going to double on new student loans, to 6.8 percent."

That rate hike only hits students taking out new subsidized loans. Students with outstanding subsidized loans are not expected to see their loan rates increase unless they take out a new subsidized Stafford loan. Students' non-subsidized loans are not expected to change, nor are loans taken from commercial lenders.

The difference between 3.4 percent and 6.8 percent interest rates is a $6 billion tab for taxpayers ? set against a backdrop of budget negotiations that have pitted the two parties in a standoff. President Barack Obama is expected to release his budget proposal in the coming weeks, adding another perspective to the debate.

Last year, with the presidential and congressional elections looming, students got a one-year reprieve on the doubling of interest rates. That expires July 1.

Neither party's budget proposal in Congress has money specifically set aside to keep student loans at their current rate. House Republicans' budget would double the interest rates on newly issued subsidized loans to help balance the federal budget in a decade. Senate Democrats say they want to keep the interest rates at their current levels but the budget they passed last week does not set aside money to keep the rates low.

In any event, neither side is likely to get what it wants. And that could lead to confusion for students as they receive their college admission letters and financial aid packages.

"Two ideas ... have been introduced so far ? neither of which is likely to go very far," said Terry Hartle, the top lobbyist for colleges at the American Council on Education.

House Republicans, led by Budget Committee Chairman Paul Ryan, have outlined a spending plan that would shift the interest rates back to their pre-2008 levels. Congress in 2007 lowered the rate to 6 percent for new loans started during the 2008 academic year, then down to 5.6 percent in 2009, down to 4.5 percent in 2010 and then to the current 3.4 percent a year later.

Some two-thirds of students are graduating with loans exceeding $25,000; one in 10 borrowers owes more than $54,000 in loans. And student loan debt now tops $1 trillion. For those students, the rates make significant differences in how much they have to pay back each month.

For some, the rates seem arbitrary and have little to do with interest rates available for other purchases such as homes or cars.

"Burdening students with 6.8 percent loans when interest rates in the economy are at historic lows makes no sense," said Lauren Asher, president of the Institute for College Access and Success, a nonprofit organization.

Both House Education Committee Chairman John Kline of Minnesota and his Democratic counterpart, Rep. George Miller of California, prefer to keep rates at their current levels but have not outlined how they might accomplish that goal.

Rep. Karen Bass, a California Democrat, last week introduced a proposal that would permanently cap the interest rate at 3.4 percent.

Senate Democrats say their budget proposal would permanently keep the student rates low. But their budget document doesn't explicitly cover the $6 billion annual cost. Instead, its committee report included a window for the Senate Health Education and Pension Committee to pass a student loan rate fix down the road.

But so far, the money isn't there. And if the committee wants to keep the rates where they are, they will have to find a way to pay for them, either through cuts to programs in the budget or by adding new taxes.

"Spending is measured in numbers, not words," said Jason Delisle, a former Republican staffer on the Senate Budget Committee and now director of the New America Foundation's Federal Budget Project. "The Murray budget does not include funding for any changes to student loans."

The Congressional Budget Office estimates that of the almost $113 billion in new student loans the government made this year, more than $38 billion will be lost to defaults, even after Washington collects what it can through wage garnishments.

The net cost to taxpayers after most students pay back their loans with interest is $5.7 billion. If the rate increases, Washington will be collecting more interest from new students' loans.

But those who lobbied lawmakers a year ago said they were pessimistic before Obama and his Republican challenger Mitt Romney both came out in support of keeping the rates low.

"We were at this point and we knew this issue was looming. But it wasn't anything we had any real traction with," said Tobin Van Ostern, deputy director of Campus Progress at the liberal Center for American Progress. "At this point, I didn't think we'd prevent them from doubling."

This time, he's looking at the July 1 deadline with the same concern.

"Having a deadline does help. It's much easier to deal with one specific date," Van Ostern said. "But if Congress can't come together ... interest rates are going to double. There tends to be a tendency for inaction."

What Causes Convergence Insufficiency? Its Symptoms And ...

Convergence insufficiency is a problem of near vision. In this disorder, a person finds difficulty in seeing, reading nearby objects. In normal circumstances the eyes turn inwards when you focus your sight on nearby objects. This means they converge. But in convergence insufficiency, the affected person is not able to move his eyes inwards to focus on nearby objects.

The disorder is often detected in early childhood and adolescence age. Often convergence disability is misdiagnosed and parents and teachers consider it as a learning problem in children, instead a disorder related to eye.

Convergence insufficiency can be corrected appropriately with eye lenses and certain passive and active exercises. Eye surgery is rarely required.

Symptoms Of Convergence Insufficiency

A person suffering from convergence insufficiency may experience following symptoms especially while he is doing close work. For example while reading, writing, doing computer work or desk work etc.

  • The eyes become tired and sore easily.
  • Off and on headache, especially while reading or focusing on near objects for a long time.
  • Complaint of blurred vision or double vision.
  • Due to difficulty in focusing, the child is unable to concentrate.
  • Patient finds difficulty in reading. He may complain of words floating or swimming on the book. He may also lose his track while reading.
  • Patient feels sleepy while doing close work. It is due to strain on his eyes.
  • He often closes one eye or squints. The person does so while reading to prevent double vision or blurred vision.
  • He frequently tilts his head and has poor posture while doing work which requires near vision.

Lack of sleep, anxiety and working for long hours with objects placed nearby may exaggerate the symptoms.

Person suffering from convergence insufficiency finds difficulty in playing sports; he may find difficulty in judging nearby objects while driving etc.

Causes Of Convergence Insufficiency

The exact cause of conversion insufficiency is not known, however the reason behind it is misalignment of eyes. It is probably caused due to improper stimulation of eye muscles by the nerves. There is defect in electrical impulse and the eyes do not focus on a nearby object.

Injury to head is another probable cause for convergence insufficiency. Head injuries can cause immense damage to the brain and the nerves arising from brain.

A lesion in brain may be responsible for it. It can be a growth arising in the brain. This tumor can be cancerous or non cancerous. These benign or cancerous growths causes pressure on brain and interrupt proper functioning of neurological pathway.

Diagnosis Of Convergence Insufficiency

  • Often the condition is missed or remains undetected by parents and teachers. In most people suffering from convergence insufficiency may have 20-20 vision. It is difficult to detect the condition while performing routine examination.
  • Proper medical history is valuable in diagnosing this eye problem. Person may have complaint of blurred vision, headache, and worsening eyestrain even if the person reads for a short period of time.
  • NPC is near point convergence test that may detect the disorder. In this simple test the examiner holds a small object such as a pencil in front of the patient. The physician moves it closer to the patient till the patient complains of double vision.
  • In positive fusion vergence the patient is made to look at the eye chart through a prism lens. The doctor will know when the patient will have double vision.

Cyprus: cash withdrawals capped at 300 euros

NICOSIA, Cyprus (AP) ? Banks in Cyprus are to open for the first time in more than a week on Thursday, operating for six hours from noon (10:00 GMT), but restrictions will be in place on financial transactions to prevent people from draining their accounts.

Among the capital controls, cash withdrawals will be limited to 300 euros ($383) per person each day. No checks will be cashed, although people will be able to deposit them in their accounts, according to a ministerial decree that was released late Thursday.

The controls will be in place for four days.

Cyprus's banks were closed on March 16 as politicians scrambled to come up with a plan to raise 5.8 billion euros ($7.5 billion) so the country would qualify for 10 billion euros ($12.9 billion) in much-need bailout loans for its collapsed banking sector. The deal was finally reached in Brussels early Monday, and imposes severe losses on deposits of over 100,000 euros in the country's two largest banks, Laiki and Bank of Cyprus.

Since Monday's deal, Cypriot authorities have been rushing to introduce measures to prevent a rush of euros out of the country's banks when they do reopen.

Other capital controls include a cap of 5,000 euros on transactions with other countries, provided the customer presents supporting documents. Payments above that amount will need special approval.

Travelers leaving the country won't be able to take with them anything over 1,000 euros in cash ? as well as the equivalent sum in foreign currency.

Tuition fees and living expenses of up to 5,000 euros for three months will be permitted for overseas students, but documentation must be provided proving the student's relationship to the dispatcher.

Also investors will also not be able to terminate fixed-term deposit accounts before they mature unless the funds are to be used for the repayment of a loan in the same bank, the decree says.

In the capital, Nicosia, armed police officers guarded several trucks carrying containers arriving at the country's Central Bank, while a helicopter hovered overhead.

The contents of the trucks could not be independently confirmed, although state-run television said they were carrying cash flown in from Frankfurt for the bank reopening.

Meanwhile, private security firm G4S will dispatch 180 of its staff to all bank branches across the island to keep a lid on any possible trouble, said John Argyrou, managing director of the firm's Cypriot arm.

"Our presence there will be for the comfort of both bank staff and clients, but police will also be present," he said.

Argyrou said he doesn't foresee any serious trouble unfolding once banks open their doors because people had time to "digest" what has transpired.

"There may be some isolated incidents, but it's in our culture to be civil and patient, so I don't expect anything serious."

Another 120 staff from G4S would be assigned money transportation duties.

In Nicosia Wednesday night, several hundred demonstrators marched from the European Union's offices in the capital to Parliament to protest the bailout plan.

Before its collapse, Cyprus's banking sector grew to nearly eight times the size of the country's economy, mainly on the back of substantial deposits from Russia. This sparked accusations that the country was being used by Russian criminals to launder their money. Over the past week, the government in Moscow has criticized Europe's handling of the crisis in Cyprus.

Russian millionaire businessman Andrey Dashin told the Associated Press in an interview that he doesn't believe his fellow countrymen would rush to pull businesses or money out of the country once banks reopen, despite the fact that many will take a hit from a tax on accounts over 100,000 euros in both Bank of Cyprus and Laiki.

"There won't be a substantial Russian run" on Cypriot banks, said Dashin, 37, who runs his currency speculation company ForexTime from a brand-new high-rise in the southern coastal resort of Limassol. Dashin doesn't stand to lose on his deposits which aren't in either of the top two Cypriot banks.

"Russians are much more accustomed to such circumstances, we've had so many crisis in Russia...I don't have the feeling that (Russians) are ready to pull out their business or money out of their country," Dashin said.

But he said Russians want to have a "clear picture" on the kind of capital movement limits that will be imposed so as not to choke off businesses, warning that tight restrictions would be "a sign for businesspeople that their cash is trapped."

Dashin dismissed reports that Cypriot banks were being used to launder dirty Russian cash as unproven rumors and urged Cyprus to bring in internationally respected auditors to clear the air.

Under the deal clinched in Brussels early Monday, Cyprus agreed to slash its oversized banking sector and inflict hefty losses on large Laiki and Bank of Cyprus depositors.

Laiki is to be restructured, with its healthy assets going into a "good bank" and its nonperforming loans and toxic assets going into a "bad bank," officials have said. The healthy side will be absorbed into the Bank of Cyprus.

The board of directors of both banks has been fired and administrators appointed to handle the restructuring and absorption, the banking official said.

Bank of Cyprus CEO Yiannis Kypris issued a statement saying the Central Bank governor had asked him verbally Wednesday to resign.

"These are very difficult times for everyone. The Bank of Cyprus was and must remain the basic support of the economy and our society in the effort to deal with the crisis our country is going through," Kypris said. "I hope that the handling of this transition phase will respect the workers, shareholders and customers of the Bank of Cyprus."

Cypriot officials said the deal would mean the country would shift its focus away from being an international center of financial services. That is expected to cost jobs, adding to the unemployment rate which now stands at around 14 percent.

The country's foreign minister said his country almost left the eurozone during last week's bailout talks.

Ioannis Kasoulidis told German daily Frankfurter Allgemeine Zeitung in an interview to be published Thursday that dropping the common currency was "a possibility which we seriously considered for a while."

Global IT Spend Will Rise 4.1% To $3.8 Trillion In 2013, ?A Calm Ocean With Turbulent Currents', With Mobile Driving Growth

Gartner1Q13_IT_SpendingGartner has just released its annual projections on worldwide IT spend over the next two years -- arguably the analyst house's most wide-ranging report covering sales in hardware, software, enterprise and telecoms. The overall trends continue to point up: globally we will see $3.8 trillion spent across all categories, a rise of 4.1% on 2012. That's a sign of slight recovery on a year ago: growth in 2012 was only 2.1%. Mobile and enterprise services are fuelling a lot of the good news, with declines in areas of legacy technology like PCs and voice services. Gartner further notes that the same growth will largely continue into 2014.

A Hidden Automotive Gem : News : The Ticker

Tucked amongst a row of nondescript manufacturing buildings along Park Drive in Traverse City is a sparkling facility for car lovers and their prized possessions.

Car enthusiast couple Mike and Dawn Fisher have turned the enormous former home of Northern Stainless Fabricating, which Mike?s family owned since 1984, into a car aficionado's paradise.

MFD Classic Motors caters to the racing and collector car community and is breathing new life into a space that had seen better days.

A few years ago, discouraged by the ?cheapening? of their craft, a decision was made to get out, perhaps sell. Instead, the Fishers transformed the space, and now bring a match made in heaven to their new business: a longtime passion for cars, speed (?she?s a speed freak,? Mike says of Dawn) and the culture of the collector community.

?We decided to create a car club atmosphere here,? Mike says. MFD started leasing space last fall to people in need of homes for their cars. Some of the space will be temporarily taken over by Porsches when the 58th Annual Porsche Parade comes to the Grand Traverse Resort in June.

Along with premium automobile storage, owners have access to a ?day bay? area for regular maintenance and minor repairs. For more extensive projects, Hammer and Dolly Auto Restorations has set up shop in one corner of the facility.

?We saw a need. Build it, and they will come,? says Mike, a one time president and chair of the Audi Racing Club.

As for the collection of cars under the roof now: ?It?s kind of a museum type of atmosphere,? says Dawn. ?We go for odd-ball, unique cars.? One recent acquisition is a 1925 Model T truck that was a taxi in Mexico City. Another one of their cars ? a 1948 Allard M-Coupe ? is one of just three in the world. ?But we didn?t know that when we bought it,? Dawn adds.

Other vehicles include: a Studebaker Avanti (4th one built), an Avanti Coupe, a 1952 Glasspar (one of 33 built by the Glasspar Boat Co.) and a 1959 Bocar, which broke the speed record on Daytona Beach in 1961 going 175 m.p.h.

In addition to storage services, MFD will host car club outings ? the local Twin Bay British Car Club recently held a gathering there ? driving events and schools, and participate in track events, such as the US Audi Michigan Drivers School April 26-28 at the Grattan Raceway outside of Grand Rapids.

MFD is also part of the Collectors Foundation, a philanthropic movement that supports young people?s interest in collector car and boat hobbies. As part of the program, students in TBAISD Career-Tech?s automotive program come weekly to MFD to work on restoring an Avanti.

Want to see some of these vintage cars inside MFD? Get an exclusive peek at The Ticker?s April Recess, a post-work casual mixer for the business community. Join us Wed., Apr. 3, 5-7 p.m. for a tour. Food provided by Amical, Sorellina and Harrington?s By The Bay, beverages and prize drawings ? including a chance to get on the track at Gratton Speedway and a interior/exterior car detailing package. $5 admission.

HIV test urged for 7,000 Oklahoma dental patients

TULSA, Okla. (AP) ? Health officials said Thursday that thousands of patients of an Oklahoma dentist should undergo testing for HIV and hepatitis after officials investigating the source of a patient's disease discovered instruments weren't being cleaned properly.

The Oklahoma Board of Dentistry said Thursday that state and county health inspectors inspected Dr. W. Scott Harrington's practice after a patient with no other known risk factors tested positive for hepatitis C and the virus that causes Aids. At Harrington's clinics, they found multiple sterilization issues, including cross-contamination of instruments and the use of a separate, rusty, set of instruments for patients who were known to carry infectious diseases.

Harrington, an oral surgeon, voluntarily closed his practices in Tulsa and suburban Owasso and is cooperating with investigators, said Kaitlin Snider, a spokeswoman for the Tulsa Health Department. He faces a hearing April 19 and could lose his license.

"It's uncertain how long those practices have been in place," said "He's been practicing for 36 years."

Phone numbers for Harrington at his home and offices were disconnected Thursday and it was not clear if he had a lawyer.

Snider said letters would be sent Friday to 7,000 patients who went to Harrington's clinics in Tulsa and suburban Owasso since 2007. The letters recommend testing for hepatitis B, hepatitis C and HIV. The agencies say it is rare for infections to spread in occupational settings but that tests are important.

The Dentistry Board complaint says Harrington and his staff told investigators that a "high population of known infectious disease carrier patients" received dental care from him.

An autoclave used to sterilize all instruments wasn't working properly, the complaint said. The clinic also apparently used outdated drugs, as one vial on the premises this year had an expiration date of 1993, the complaint said.

The health departments said hepatitis B, hepatitis C, and HIV are serious medical conditions and infected patients may not have outward symptoms of the disease for many years. "As a precaution, and in order to take appropriate steps to protect their health, it is important for these patients to get tested. It should be noted that transmission in this type of occupational setting is rare," their statement said.

Testing will be offered free of charge at the Tulsa Health Department's North Regional Health and Wellness Center.

Vitamin D insufficiency linked to adverse pregnancy outcomes

Mar. 26, 2013 ? There is a link between vitamin D insufficiency and adverse health outcomes such as gestational diabetes and preeclampsia in mothers-to-be and low birth weight in newborns, suggests a new article.

Vitamin D insufficiency has been associated with a number of adverse health outcomes and has been recognised as a public health concern. Plus, observational data has suggested a link between low vitamin D and increased risk of adverse pregnancy outcomes (such as gestational diabetes, preeclampsia, risk of infections, caesarean section and fetal growth restriction). Knowledge of these associations is however limited. Literature on this topic is growing rapidly. As such, researchers from the University of Calgary in Canada carried out a systematic review and meta-analysis of all existing evidence on the effect of vitamin D concentration on pregnancy and birth outcomes.

Data from 31 studies were included in the analysis -- all published between 1980 and 2012 with between 95 and 1,100 participants. Differences in study design and quality were taken into account to minimise bias.

Results showed that pregnant women with low levels of 5-OH vitamin D were more likely to develop gestational diabetes (odds ratio of 0.79), had an increased chance of developing preeclampsia (odds ratio of 0.65) and an increased chance of giving birth to a baby small for gestational age (odds ratio of 0.57). No significant differences were found in birth length and head circumference.

The researchers say these results are "concerning" given recent evidence that vitamin D insufficiency is common during pregnancy, especially among high risk women, particularly vegetarians, women with limited sun exposure and ethnic minorities with darker skin. The researchers conclude that the findings identify a significant association, but there remains a need for large, well-designed randomized controlled trials to determine whether "strategies to optimize vitamin D concentration are effective in improving pregnancy and neonatal outcomes." They also suggest that future studies should look at the dose-response relationship between vitamin D supplements and adverse health outcomes.

In an accompanying editorial, Dr Lucas from the National Centre for Epidemiology and Population Health at the Australian National University says that the findings of this study support a goal of vitamin D sufficiency for all pregnant women. She says that "supplements, diet and sunlight exposure" are all influences which "should be used together, with care." Dr Lucas adds that a previous editorial called for large well designed controlled trials "to clarify the causal association" which she believes is needed to find the magnitude of importance between vitamin D and pregnancy.

Shelton: Usher's a 'thorn in my side' on 'Voice'

By Susan C. Young, TODAY contributor

Mark Seliger / NBC

Blake Shelton and new "Voice" coach Usher.

Blake Shelton says he?s not going to BS? ? ?The Voice? is going to be different when it comes back Monday night.

Gone are fellow coaches Cee Lo Green and Christina Aguilera. Their revolving red thrones will now be occupied by one-name wonders Shakira and Usher.

?It?s different with different personalities and a different chemistry,? Shelton shared at NBC's party at the TV Critic's winter press tour.

For one thing, he and fellow returning coach Adam Levine will be competing with smooth operator Usher and international superstar Shakira for the best competitors on the ?The Voice.?

Right away, he knew Usher would be a fierce competitor.

?This is the guy who found Justin Bieber,? Shelton said. ?That's what we are trying to do on this show, and he?s already done it.?

The country superstar knew a lot about Usher, but less about Shakira before the show started.

?The most intimidating thing came later. I had heard of Shakira, but one day I Googled her and Wikipediaed her,? Shelton said. ?And I saw where she had sold over a 100 million records and I was like, ?What the (expletive)?!???

He said that?s when he and Levine looked at each other and said, ?Hey, we?ve been worrying about the wrong person.?

The pre-voting shows have already been recorded, and although Shelton has won the last two battles with his team representative, he said he often gets shut down when he and other judges turn for the same contestant ? and have to woo the singer to their respective teams.

?The thorn in my side many times was Usher,? Shelton said. ?Adam always takes artists away from me and I?m used to that. But when Usher would turn around, especially if it was a girl, they would just melt when they saw that guy. So yeah, he was a problem.?

Not that it was so easy with Shakira, though.

?This is a girl who knows how to affect an audience, and she does it worldwide, ? Shelton said. ?I?m excited when I leave Oklahoma and somebody knows who I am.?

But does he engage in a little nose rubbing when it comes to his past wins?

?I don?t mention it unless I?m around Adam, knowing how competitive he is and what a baby he can be,? Shelton said with an impish grin.

For fans eager to watch how well the new judges mesh with the vets, there will be a spectacular joint performance.

?I?m not going to say which song because somebody will be bitching at me,? Shelton said. ?I will say the only thing that compares to it was the first season when we did Cee Lo?s ?Crazy.? I felt we were truly a band.?

"The Voice" airs Mondays and Tuesdays at 8 p.m. on NBC.
