Sony Ericsson XPERIA PLAY down in price

We?ve seen a number of deals in recent weeks on the XPERIA PLAY. Most of the stock on those sales has now gone, but if you missed it then don?t worry, here?s another great offer.

A company called ChitterChatter (no, we?ve not heard of them either) is offering up the handset for ?154.99. This includes ?5 of call credit and the phone is presumably locked to T-Mobile, so you?re effectively getting it for ?149.99.

Don?t forget that you?ll also receive Ice Cream Sandwich soon too. :)

Santa trackers break records for calls, emails

NORAD says its Santa-tracking operation broke its own records for phone calls, emails and Facebook and Twitter followers on Christmas Eve.

The North American Aerospace Defense Command said Thursday that volunteers answered nearly 102,000 phone calls and more than 7,720 emails asking about Santa's location.

NORAD Tracks Santa had nearly 1 million followers on Facebook and more than 101,000 on Twitter.

Its website had 18.9 million unique visitors in December, also a record.

A free smart phone app available for the first time this year was downloaded a combined 1.4 million times from the Apple Store and Android Market.

More the 1,200 volunteers participated at Peterson Air Force Base, Colo., which is NORAD's headquarters.

The Santa-tracking operation has run every year since 1955.

Texas Cancer Push Seeks PR

Texas' four-year-old, multibillion-dollar cancer research center has re-started an RFP process for PR support after cancelling a search last year over budget constraints.

The Austin-based Cancer Prevention and Research Institute of Texas was created in 2007 with a $3B voter referendum to fund research and attract public and private institutions, and jobs, to the Lone Star State.

Its RFP released Dec. 21 calls for pitches from agencies with a Texas presence to guide media relations, digital PR and strategic communications for the endeavor.

Budget is $375K through the base year to August 2013 and $250K per year on three renewal options.

The institute cancelled an RFP process in March 2010 after firms had submitted proposals.

Proposals are due Jan. 19.

China urges tighter Internet security after series of data leaks

SHANGHAI | Fri Dec 30, 2011 8:43am EST

SHANGHAI (Reuters) - The Chinese government is working with domestic Internet search engines like Baidu Inc and Sohu.com and financial institutions to prevent phishing attacks on unsuspecting Chinese web users.

The Ministry of Public Security said on Friday it would work with 10 Chinese search engines to protect the website rankings of financial institutions to lessen the chances that Internet users will be duped by phishing websites.

A phishing attack occurs when the user is persuaded to part with his or her username and password via a fake webpage that closely resembles the original.

Through the collaboration, the official websites of several Chinese banks, such as Agricultural Bank of China and China Construction Bank will be ranked first in the search engine when a user searches for the related keywords, reducing the risk of such attacks, the Ministry said in an online circular on Friday.

The move comes after China urged tighter Internet security on Wednesday following a spate of personal data leaks that alarmed the online community and prompted calls for tougher scrutiny of who has access to online information.

On Thursday, the Guangdong Provincial Public Security Department confirmed a technical vulnerability on the website of the Division of Exit and Entry Administrative Department of Public Security for Guangdong had left the personal data of 4.4 million users exposed.

According to Chinese media, the loophole was first reported by a microblogger on Thursday and has been around since June this year.

The province's public security department said the loophole had been fixed.

China claims the most Internet users in the world at 485 million, state media reported last month. Despite widespread censorship and monitoring online, many users have been up in arms about the reported data leaks and their implications.

The user IDs, passwords and email addresses of more than 6 million accounts registered on CSDN -- a site for programmers -- were leaked, Xinhua news agency reported last week, citing an anti-virus software provider that discovered the problem. The popular social-networking site Tianya was also hit.

The Global Times newspaper on Friday described the state of Internet security in China as "very dangerous," saying the leaks had "struck Chinese society's alarm bells."

The Ministry of Industry and Information Technology said on Wednesday it would investigate the hacking incidents.

"The department believes the recent leak of user information is a serious infringement of the rights of Internet users and threatens Internet safety. The department strongly condemns such behavior," the ministry said in the statement.

China is widely suspected of being the origin of many hacking attacks on government and commercial websites abroad, but officials have repeatedly dismissed reports that the government or military could be behind such attacks.

China bans numerous overseas websites, including Facebook, Twitter and YouTube and some foreign media outlets, fearing the uncensored sharing of images and information could cause social instability and harm national security.

Timeline Facebook Akan Tersedia Pada iPad Mulai Akhir Januari

Ingin ga gaptek?

Monitors arrive in Syria; carnage as tanks fire (Reuters)

BEIRUT (Reuters) ? Government tanks pounded neighborhoods of Homs on Monday, killing more than 30 people, city residents said, as Arab officials arrived in Syria to monitor compliance with a peace plan aimed at ending the crackdown on an uprising against President Bashar al-Assad.

Fifty monitors and 10 other officials from the Arab League arrived from Egypt on a private plane, the first international intervention on the ground to end nine months of violence between government troops and opponents of Assad.

Some monitors are due on Tuesday to visit Homs, scene of the worst violence, where there has been no sign of Assad carrying out a plan agreed with the Arab League to halt his offensive.

Amateur video posted on the Internet by activists showed tanks in the streets in the Baba Amr district. One fired its main gun and another appeared to launch bombs from a mortar.

Mangled bodies lay in pools of blood on a narrow street, the video showed. Power lines had collapsed and cars were burnt and blasted, as if shelled by tank or mortar rounds.

"What's happening is a slaughter," said Fadi, a resident living near Baba Amr neighborhood. He said it was being hit with mortar bombs and heavy machinegun fire.

An armed insurgency is eclipsing civilian protests in Syria. This has raised the prospect of a sectarian war pitting the Sunni Muslim majority, the driving force of the protest movement, against minorities that have mostly stayed loyal to the government, particularly the Alawite sect to which Assad belongs.

Fighting in Homs has intensified since a double suicide bombing in Damascus on Friday that killed 44 people.

Four army defectors were killed by security forces in a town near the Turkish border on Monday, an activist network said. Nine soldiers killed in fighting in Homs were buried, state media reported.

Homs resident Fadi told Reuters that residents and fighters were trapped by trenches dug by the army.

"Neither the people nor the gunmen or army defectors are able to flee. The army has been descending on the area for the past two days."

TWO-WAY FIGHT

Other residents said the fighters have still been able to inflict casualties on the army.

"The violence is definitely two-sided," said a Homs resident who gave his name only as Mohammed to protect his safety. "I've been seeing ambulances filled with wounded soldiers passing by my window in the past days. They're getting shot somehow."

Parts of Homs are defended by the Free Syrian Army, made up of defectors from the regular armed forces, who say they have tried to protect civilians.

"There are many casualties," activist Yazen Homsi told the Avaaz opposition group from Homs. "It is very difficult to access them and provide treatment as a result of the heavy shelling throughout the neighborhood."

The British-based Syrian Observatory for Human Rights documented names of those reported killed in Monday's clashes. It also reported three people killed on the outskirts of Hama, north of Homs, as security forces fired on protests.

It also said at least 10 and likely dozens of rebel fighters were killed in clashes with security forces in the Damascus suburb of Douma. It estimated a similar casualty toll on the government side.

It said explosions went off in Doumaas the army clashed with rebel fighters.

The Syrian government has banned most access by independent media, making it difficult to verify accounts of events.

GOVERNMENT TRANSPORT FOR MONITORS

The head of the observer mission, Sudanese General Mustafa al-Dabi, arrived in Damascus on Saturday.

"Our Syrian brothers are cooperating very well and without any restrictions so far," Dabi told Reuters.

But he added that Syrian forces would be providing transportation for the observers - a move which may anger the anti-Assad opposition and draw accusations of censorship.

The first group of monitors will be divided into five 10-man teams going to five locations. Those that are expected to visit Homs on Tuesday will try to assess whether Assad is withdrawing tanks and troops from Syria's third largest city as promised.

Delegates said they will try to keep an element of surprise.

"We will inform the Syrian side the areas we will visit on the same day so that there will be no room to direct monitors or change realities on the ground by either side," said monitor Mohamed Salem al-Kaaby from the United Arab Emirates.

The mission's mandate is to confirm that the Syrian government is carrying out the Arab League initiative by withdrawing the military from cities, releasing prisoners and allowing Arab and allowing international media to visit.

Despite the scenes of ravaged streets, Syrian state television has been regularly showing other areas of Homs, a city of one million, looking peaceful.

The United Nations says at least 5,000 Syrians have been killed since the revolt broke out in March, inspired by other Arab uprisings this year.

The Syrian authorities blame the violence on foreign-backed armed Islamists who they say have killed 2,000 members of the security forces. After six weeks of stalling, Damascus signed a protocol this month to admit the Arab League monitors.

Assad, 46, succeeded his father in 2000 to carry on 41 years of family rule. He has responded to calls to step down with a mixture of force and promises of reform, announcing an end to a state of emergency and promising a parliamentary election in February.

Turkey And Azerbaijan Sign Deal To Bring Gas ... - Business Insider

ANKARA, Turkey (AP) ? Turkey and Azerbaijan on Monday signed an agreement to establish a consortium that would build a pipeline to transport 16 billion cubic meters (565 billion cubic feet) per year of Azeri gas to Turkey and Europe.

The two countries' energy ministers signed a memorandum of understanding for a consortium between Azerbaijan's state energy company SOCAR, Turkey's state-run pipeline company BOTAS, and the Turkish petroleum company TPAO. The deal allows other oil and gas companies to join the consortium.

The projected pipeline, the Trans Anadolu, would carry gas from Azerbaijan's Shah Deniz II field, across Turkey.

The deal comes at a time when officials are dithering over plans for the construction of the European Union-backed Nabucco pipeline project aimed at reducing the bloc's deliveries from Russia. The project is slated to ship gas from the Caspian region through southern Europe to Austria, but its viability has been called into question amid doubts that enough suppliers can be found to fill the pipeline.

Turkey's Energy Minister Taner Yildiz said the Trans Anadolu could eventually be connected to Nabucco.

Azerbaijan's Industry and Energy Minister Natiq Aliev said the Trans Anadolu pipeline would initially carry 16 billion cubic meters (565 billion cubic feet) per year of gas but the capacity could, in time, increase to 24 billion cubic meters (847 billion cubic feet) per year.

Six billion cubic meters (212 billion cubic feet) of the gas would be sold to Turkey while some 10 billion cubic meters (353 billion cubic feet) would go to European markets, Aliev said.

SOCAR has an 80 percent stake in the Trans Anadolu consortium, while the Turkish companies share 20 percent, Yildiz said.

Officials said construction is scheduled to begin in 2012 and end in 2017.

The pipeline's route and cost would be announced after a feasibility study by SOCAR, Yildiz told reporters.

Lisbon Community Federal Credit Union celebrated the grand opening of their new Lewiston branch Wednesday, a major step forward in the Credit Union?s expansion into the Lewiston-Auburn area.

Established in 1959, Lisbon Community Federal Credit Union offers a variety of loan and savings programs including savings and checking accounts, money market, IRA accounts and certificates, free VISA debit cards, home banking, bill payer and eStatements. On the lending side, mortgages, construction loans and home equity lines of credit will be offered in addition to new and used vehicle loans, recreational vehicles and VISA credit cards.

?The Board welcomes the Lewiston-Auburn community to our beautiful new Sabattus Street Branch to experience how our members have been ?building futures? and ?preserving dreams? for over 50 years,? said John Silvestri, President of the Board of Directors, highlighting the Credit Union?s tagline. ?We are anxious to have people in the community learn first hand how we take very seriously the Credit Union philosophy of ?People Helping People?.?

Located at 802 Sabattus Street, on the corner of Old Greene Road, the Credit Union sits on the former site of Thorne?s Corner grange hall, most recently utilized as cold storage space for area businesses. Highlighting their member service and friendly banking atmosphere, Lisbon Community Federal Credit Union boasts long term employees and is dedicated to familiarizing Members by name.

Those attending the ribbon cutting included Lewiston Mayor Larry Gilbert, Auburn Mayor Richard Gleason, state representatives, the Lewiston-Auburn Economic Growth Council, Androscoggin Chamber of Commerce and members of the Credit Union.

?This is a real success story that represents the true partnership and collaboration in this community,? said George Dycio, Economic Development Specialist for the Lewiston-Auburn Economic Growth Council. ?By working closely with the Credit Union?s Realtor, we were able to identify several sites along Sabattus Street that were considered to be viable sites for the new credit union.? It also took the collaboration between the property owners, the Growth Council and the realtor working together in good faith in order to make this project a reality today.?

?Lewiston-Auburn is a strategically important location for the Credit Union,? said Treasurer and Manager George Roy. ?We are committed to investing into the community here, which is one of the reasons why we hired three new employees from Lewiston as well as local contractors like Landry/French Construction Company, Pine Knoll Landscaping, L.P. Holiday Short Squeeze & Oil Trade Idea

Typically, the week before Christmas, stocks and commodities drift higher due to the lack of participants. Light volume favours higher prices, which is why stocks want to rise going into the holiday season.

The big money players, like hedge fund managers, are finished for the year. They're sitting on the sidelines enjoying the holiday season while waiting for their year-end bonus checks.

Let's take a quick look at how the week finished...

Friday was an interesting session as stocks and oil reached some key resistance levels. Below are my thoughts, charts, and a possible trade idea for next week.

Gold & Silver Thoughts:

Looking at the long term charts of gold and silver, I feel they could head much lower in the first quarter of 2012. The inverse relationship between the dollar index and gold makes me think this is a high probability scenario.

Like us on Facebook

The weekly dollar index chart remains strong at this point and could start another very strong rally any day. Once the dollar starts heading higher, expect precious metals to move down along with equities.

SP500, Dollar and Volatility Index

Below are three charts stacked on top of each other. They are marked with my analysis and thoughts for next week. Personally, I don't feel shorting stocks is a safe play. The last week of the year, we can see the volatility index (VIX), and the dollar, rise without putting pressure on stocks. So be aware of that.

?

?

TRADE IDEA - View Chart:

Crude oil looks like a great low risk opportunity (a real "Christmas" present!) from Mr. Market. SCO would be the ETF for US based traders. HOD, which is listed on the TSX, is good for Canadians. I favour this setup because I don't feel that oil will be as affected from the holiday bulge as will American equities.

Pre-Holiday Trading Conclusion:

I was planning on avoiding the market Friday, but the charts were calling my name... The session ended with what looked to be a short squeeze. The remaining short positions didn't get their expected drop in price. Consequently, when the traders all started to cover their shorts (buy) just before the close, it caused a strong surge higher.

I do not recommend shorting stocks next week because of the light volume. However, oil looks good to me.

Just thought I would share my end of the week thoughts, and wish you a Merry Christmas!

Cheers!

PFT: If Giants win, Eagles-'Boys means nothing

Sam Barry, Turner Helton, Nick BarryAP

For a while on Thursday, it wasn?t clear whether USC quarterback Matt Barkley was announcing his plans for playing football in 2012 or running for public office.

And then, at one point, Barkley?s micro-Favre ?will-he-or-won?t-he? routine seemed like a bad SNL skit, especially when he was abruptly interrupted while standing in front of a Christmas tree decorated with, among other things, full-size french horns by eleven piping pipers, twelve drumming drummers, and two of the nine ladies dancing.

Ultimately, Barkley made it clear that he?ll be staying at USC.? While he?s not the first player to pass up an opportunity to pass the football at the highest level, he?s the most recent ? and thus he?ll become the centerpiece of the debate regarding whether guys should leave early.

Most football players play college football because they hope to play pro football.? Statistically speaking, few ever do.? But when a college player is deemed ready to play at the next level, it?s akin to a Doogie Howser-style student, who has accelerated his studies and thus has become ready to graduate.? While that typically means departing before finishing the requirements of a degree, a degree can always be obtained later, after the pro playing career has ended.

The vague notion that the degree should be obtained before leaving for the NFL comes at least in part from the college coaches who want to see the kids continue to play for free preying on the fairly linear thinking in which parents and grandparents who didn?t go to college often engage.? For families who have yet to see a child march with cap and gown, getting the degree becomes almost as important as getting paid to play football.

In the end, getting paid to play football should be the primary concern.? At the college level, they aren?t.? (Presumably.)? Players like Barkley put themselves at risk on every snap.? A serious injury could permanently derail the dream to play in the NFL ? or, at a minimum, delay it significantly.

But at least the player will be able to earn dramatically less money in another industry, thanks to his degree.

The new rookie wage scale makes it even more important to strike while the iron is hot.? For starters, the financial difference that results from moving up only one pick in the top 10 has become dramatically smaller than it used to be, reducing the benefit of returning to school for a year and bumping up the draft stock by a few spots.? And with the truly big money now delayed until the player makes it to his second NFL contract, it?s more important than ever to start ticking off the years under that first NFL contract.

Some will now compare Matt Barkley to Matt Leinart, the last USC quarterback to decide to exhaust his eligibility.? Significant differences exist, however.? Leinart had accomplished everything that he could have accomplished at the college level, winning a Heisman and a national title ? along with earning that all-important degree.? When he decided to take ballroom dancing and a victory lap or two around sorority row, Leinart triggered real questions about whether he wants to be a football player, or whether he wants to be a celebrity.

For Barkley, NCAA sanctions have kept him from pursuing a BCS title or a Pac-Whatever championship.? It surely also kept him from being a serious candidate for a Heisman Trophy.? And so his college experience isn?t truly complete.

Regardless, any decision to stick around by a college athlete will conjure memories of what Louisville basketball coach Rick Pitino supposedly tells his players who are deemed to be ready to make the jump to the NBA.

?You can go and help your family,? Pitino says.? ?Or you can stay and help mine.?

10 Fantasy Animals I'd Like as Pets

10 Fantasy Animals I'd Like as Pets'Tis the season for incredibly irresponsible gifts. Many people go out and get pets for a loved one, only to find that they're stuck with a 15-year-commitment that craps behind the couch every night. If you're going to take the pain, why not get a really good pet to go along with it?

10. Crookshanks

I know, I know, Harry Potter made owls all the rage as pets, but if I'm going to get behind a pet that can fly up high and poop on my head, it's going to have to do more than deliver my messages. I've got email for that. Hermione's cat, Crookshanks, would be a much better pet. First, it has all the things I, personally, like in a cat, in that it is cuddly, huge, furry, and orange. Secondly, it is half-kneazle, a magic, intelligent animal. Finally, it solves crimes. When compared to a giant magic orange furball that fights evil, an owl can go choke on a mouse.

9. Puss in Boots

They said it in the movie; "Look at him! In his little boots!" That's all you need to know. (Just lock your bedroom door or things could get disturbing.)

10 Fantasy Animals I'd Like as Pets8. An ROUS

The ROUS, or Rodents Of Unusual Size, prowl the Fire Swamp in The Princess Bride. They viciously attack anyone who goes near them, and one takes a bite out of Wesley's shoulder. They're evil, snarling beasts, and I'd only want them if I could get a castle and have them released at night, on camera, to attack burglars, convicted criminals, or peasants who had been unsuitably surly with me.

10 Fantasy Animals I'd Like as Pets7. A Fell Beast

Am I the only one who thought the Nazgul, from The Lord of the Rings, didn't have it so bad? Sure, they had to be enslaved to an evil lord, but they got immortality, nifty black cloaks, plenty of opportunities travel, wore the rings (which were their drug of choice), and nobody gave them any crap, except elves, and elves pretty much gave everyone crap, the little snots. Plus, they got Fell Beasts. Fell beasts were huge winged creatures (also black or gray, very chic), that carried the Nazgul into battle. There are plenty of dragons in fantasy fiction, but they often have their own goals, and are annoyingly playful. The Fell Beasts flew silently, did what they were told, and willingly carried the Nazgul anywhere, even into battle. A good, reliable flyer who does what you say; definitely the practical pet for people with ground to cover.

10 Fantasy Animals I'd Like as Pets6. A Totoro Dust Sprite

In My Neighbor Totoro a couple of kids and their father move into a country house that has stood empty for years. In one scene, the kids open up a door to find the room crammed full of these little fuzzy little balls that retreat into corners. A neighbor informs them that they are dust sprites, or mites, or something. They move into old houses. They make cute little sounds, stay out of the way, and scare children, so I like them. The neighbor says that they only clear out if the person moving into the house is a 'good person,' so these are the creatures on my list that I'm most likely to have as pets.

5. A Jabberwocky

To be honest, I'd just to see what it looks like. They would also be a funny pet to give in an unlabeled box. Part of the fun of the gift would seeing them stare blankly at it and say, "Oh! It's a - yes, I've always wanted one of . . . these. Is it only one? Because I think I see a second head in there."

10 Fantasy Animals I'd Like as Pets4. A Baby Sun-Eater

This little guy played a small part in All-Star Superman. Superman found him drifting, orphaned, in space, and took him back to the Fortress of Solitude to take care of him. The sun eater itself is not very interesting. It mostly looks like wadded-up black cloth, but it leads to the great image of Superman hammering out little suns on his anvil, and scattering them in front of the Sun Eater like glowing chicken feed. I know the thing would grow until it devoured our sun, our solar system, and possibly the spiral arm of our galaxy, but is it really that much more irresponsible than an Easter duck? Remember, ducks live about thirty years.

10 Fantasy Animals I'd Like as Pets3. Flying Monkeys

Fly, my pretties! Fly! 'Nuff said.

2. A Footstool Dog

In Beauty and the Beast, the Prince's household all get turned into objects at the same time that he gets turned into a Beast. This made me wait for the end in great anticipation, hoping that one of his newly-human servants would come up to him and scream, "Oh you had spend the last five years as a hairy beast, did you? Boo hoo! I had to spend them as a chamber pot! You and your bookish girlfriend can go straight to hell!" Interestingly, even a dog gets changed into an object - a footstool. That's one I hoped wouldn't turn back, because it would make a great pet. It can't chew the furniture. It can't crap in your shoes. It can't piddle on the rug (which had to be a great relief to whichever servant got turned into a rug). Since it was a velvet footstool, it probably even got softer than it had been as a dog. That's a great pet.

1. A Kraken

There's not much backstory on the Kraken, so I am going to make one up. I would like to think that, when you get a Kraken, it's an adorable little thing that you keep in a bowl, and feed fish food, and it makes squeaky noises. Then it gets a little bigger and wraps around the shower nozzle, or gets up like a walking octopus and runs through the sprinklers with you, and maybe helps you with the dishes. Then it graduates to sitting in the bathtub and plays with your rubber duckies. Then comes the slightly awkward phase, where it's so huge that it doesn't quite fit in the bath, but it's not like you can just afford a house with a pool, so you have to scout out who's on vacation and dump it in their pools, and maybe take it to a nearby park and put it in a pond and feign ignorance when local people ask what happened to all the ducks that used to hang out here.

10 Fantasy Animals I'd Like as Pets And then, at last, it outgrows you, and you rent a truck and drive it to the ocean, and say a tearful goodbye. As it swims off into the water you wish it well, and you're struck by how very alone you feel without it as a companion. And you spend a few years coming back to see it whenever you can, but you're both a little lonely. At last, though, you're settled in your career. You're doing well. You move close to the beach - not a great house by any means, nothing like the places they have in Malibu, but you like it just fine and there's a grocery store on the corner that's open late - and then, then someone crosses you. And you climb the highest hill above the ocean, you sit up atop a cliff and channel Liam Neeson, and say, "Release the Kraken!" And at last, people shall know your power, and all the world's oceans shall be yours, and the mighty shall tremble before you and your new pet, and your reign shall be long, dark days from which the world will never truly recover. And truly, you will taste ultimate power. You, and your mighty Kraken.

And that's what I'd like for Christmas.

Flash floods kill more than 500 in Philippines (AP)

ILIGAN, Philippines ? Tropical Storm Washi blew away Sunday after devastating a wide swath of the southern Philippines with flash floods that killed at least 521 people as they slept and turned two coastal cities into a muddy wasteland filled with overturned cars and uprooted trees.

With nearly 500 people missing, Defense Secretary Voltaire Gazmin and top military officials were to fly to the worst-hit city of Cagayan de Oro to help oversee search-and-rescue efforts and deal with thousands of displaced villagers, as the weather began to clear and floodwaters receded. Among the items urgently needed are coffins and body bags, said Benito Ramos, who heads the government's disaster-response agency.

"It's overwhelming. We didn't expect these many dead," Ramos said.

Edmund Rubio, a 44-year-old engineer, said he, his wife and two children scrambled to the second floor of their house in Iligan city as raging floodwaters engulfed the first floor, destroying his TV set and other appliances and washing away his car and motorcycle.

Amid the panic, he heard a loud pounding on his door as his neighbors living in nearby one-story houses pleaded with him to allow them into one of his second-floor rooms. He said he brought 30 of his neighbors into the safety of the second floor of his house, which later shook when a huge, floating log slammed into it.

"It's the most important thing, that all of us will still be together this Christmas," Rubio told The Associated Press. "There was a nearby shantytown that was smashed by water. I'm afraid many people there may not have been as lucky as us."

Army officers reported unidentified bodies piled up in morgues in Cagayan de Oro, where electricity was restored in some areas, although the city of more than 500,000 people remained without tap water.

Philippine Red Cross Secretary General Gwendolyn Pang told the AP that at least 521 people had died in the floods, mostly children and women, and that 458 others were reported missing.

The death toll will most likely rise because many villages remain isolated and unreached by overwhelmed disaster-response personnel. The worst-hit cities were Cagayan de Oro, where at least 239 people died, and nearby Iligan, where Red Cross aid workers reported 195 dead, Pang said.

"Our fear is there may have been whole families that perished so there's nobody to report what happened," Pang said. "Many areas remain isolated and strewn with debris and unreached by rescue teams."

Tropical Storm Washi started to blow away toward the South China Sea on Sunday after slamming into the western province of Palawan, allowing the weather to clear and disaster-response contingents to intensify search-and-rescue work.

Most of the victims were asleep Friday night when raging floodwaters cascaded from the mountains with logs and uprooted trees after 12 hours of rain from the late-season tropical storm in Mindanao. The region is unaccustomed to the typhoons that are common to the north of the Philippine archipelago.

Both Iligan, a bustling industrial center about 485 miles (780 kilometers) southeast of Manila, and Cagayan de Oro were filled with scenes of destruction and desperation.

A swollen river sent floodwaters gushing through neighborhoods that do not usually experience flooding. A man floated in an inner tube in muddy water littered with plastic buckets, pieces of wood and other debris. Ten people in one home stood on a sloping roof, waiting for rescuers even as water still flooded the lower floors.

Local television footage showed muddy water rushing in the streets, sweeping away all sorts of debris. Thick layers of mud coated streets where the waters had subsided. One car was thrown over a concrete fence and others were crushed and piled atop each other in a flooded canal.

Benito Ramos, who heads the government's Office of Civil Defense, attributed the high casualties in Mindanao "partly to the complacency of people because they are not in the usual path of storms" despite four days of warnings by officials that one was approaching.

Thousands of soldiers and hundreds of local police, reservists, coast guard officers and civilian volunteers were mobilized for rescue efforts, but they were hampered by the flooded-out roads and lack of electricity.

Authorities recovered bodies from the mud after the water subsided. Parts of concrete walls and roofs, toppled vehicles and other debris littered the streets.

Rescuers in boats rushed offshore to save people swept out to sea. In Misamis Oriental province, 60 people were plucked from the ocean off El Salvador city, about six miles (10 kilometers) northwest of Cagayan de Oro. Coast guard boats and other rescuers were scouring the waters off Iligan for survivors or bodies that may have been swept away to sea.

In just 12 hours, Washi dumped more than a month of average rains on Mindanao. Forecaster Leny Ruiz said records show that storms that follow the same path as Washi come only once in about every 12 years.

U.S. Secretary of State Hillary Rodham Clinton said in a statement that the Obama administration offered its "deepest condolences" for the devastation in the southern Philippines.

"The U.S. government stands ready to assist Philippine authorities as they respond to this tragedy," the statement said. "Our thoughts and prayers are with all of those affected."
