Facebook Lets Advertisers Tap Purchase Data Partners To Target ...

Through new partnerships with top online and offline purchase data providers Datalogix, Epsilon, Acxiom, and BlueKai, Facebook is now allowing advertisers to target hashed lists of existing and potential customers, and categories like role-playing gamers or soda drinkers. This expansion of Facebook?s Custom Audiences program could rake in revenue and attract businesses by matching ads to real spenders.

AdAge first reported the deal with Datalogix, Epsilon?and?Acxiom last week, though now these partnerships are confirmed along with one with BlueKai. It?s part of Facebook?s ongoing quest to show businesses that ads on the social network are not just scattershot brand marketing jazz, but can actually reach the exact customers that buy their products.

That?s been a bit of a struggle, as a combination of complicated products, targeting restrictions, and advertiser inexperience has led some businesses to fail to produce results. These businesses sometimes go out of their way to blast Facebook?s ad platform as ineffective, scaring away other big advertisers.

helpThis is partly why Facebook launched the Custom Audiences program in September. It?s an important complement to Facebook Exchange, which allows for real-time, cookie-based retargeting of people who visit an advertiser?s website. Data providers can use cookies to add people to Custom Audiences, but can also use email sign-ups and other contact information.

The four new partners already work with many of the world?s biggest brands to target email marketing, direct mail, and other online ads. Now they?ll be able to use the same ones to pinpoint Facebook ads, as Facebook explains on its Studio Blog. Businesses can request their data partner upload a privacy-protected, hashed list of customer or potential customer information such as email addresses. The advertiser can then target these sets of people, but don?t ever know the identity of who they?re reaching.

Businesses who don?t already work with one of these data providers can still take advantage of the partnership. Facebook is setting up pre-defined categories like auto-intenders (people planning to buy cars), luxury fashion-buyers, and more that any business can target.

Facebook Data Provider Ad Custom Audiences

Anecdotal tests of the program provided by Facebook show promise, with Chicago car dealership Castle Auto Group seeing a 24X return on their ad spend through a combination of Facebook offers targeted to Custom Audiences of their existing?customers. Hong Kong game developer Klingnet reduced their cost per install by 40 percent by using Custom Audiences of people likely to enjoy their titles.

Along with data protections and hashing to keep advertisers from determining the names or identities of people located by the third-party data providers, Facebook is offering users opt-outs from the program. Facebook went so far as to publish a Note on its Privacy Page detailing how people can click on Custom Audiences ads to see what specific advertiser was targeting them, hide future ads from that advertiser, and be exempt from that data provider?s targeting.

If the Custom Audiences program works, a Honda dealership could go from targeting ?people who like Honda in Chicago? to ?people in Chicago shown to have visited car-buying websites, signed up for dealership email, or bought a Honda between three and ten years ago.? As you can imagine, the latter is a lot more likely to lead to a sale. If businesses make money with Facebook ads, they?ll spend money on Facebook ads.

This is all part of a grander shift of online ads getting more accurate. With time, more offline and online purchases and behavior are going to be tied to demographic clusters and individuals. Out will go the vaguely targeted shotgun approach ads of TV and print. In will come laser-pinpointed ads that reach people genuinely ready to spend money on a product. This bodes very well for online ad platforms where people spend a lot of time including Twitter and media sites, but most of all Facebook. If you have a captive, always-there audience, you?re going to make a fortune once measurement and targeting tech evolve.

Green Blog: A Pep Talk on Energy Innovation

In what might prove to be his last public appearance as energy secretary, Steven Chu delivered a pep talk of sorts on Wednesday to hundreds of entrepreneurs, researchers and others at the ARPA-E conference on energy innovation in suburban Maryland.

Toward the outset, Dr. Chu, a key creator of ARPA-E, which stands for the Advanced Research Projects Agency ? Energy, ticked off a list of historical predictions about new technology that turned out to be wrong.

Among them was one by the head of the British post office in 1878, two years after Alexander Graham Bell received a patent on the telephone. ?The Americans have need of the telephone, but we do not,? the postal official reportedly said. ?We have plenty of messenger boys.??

Dr. Chu declared that entrepreneurs, engineers, bankers and others would have to push hard for new technologies, even if the goals seem highly ambitious. For now, he noted, many in those ranks have opted not to devote a lot of money to technology that could limit emissions of climate-changing gases.

?That is a false choice,?? Dr. Chu said. The goal should rather be to strive for for innovation, like an electric car that is cost-competitive with a gasoline model, or a better way to make electricity, he said.

He quoted the old aphorism that the Stone Age did not end for lack of stone, but because something better was available.

Earlier Wednesday morning, the audience heard from Mayor Michael R. Bloomberg of New York, who said said he was tempted to talk about his research into ?near isothermal compressed air energy storage.?? He then paused, and the audience waited with apparent interest.

?I thought that was funny, guys,?? Mr. Bloomberg said.

The audience, many of whose members are normally eager to hear about all such research, chuckled and then listened to the mayor?s presentation on New York City?s efforts to prepare for climate change, a growing population, aging infrastructure and other challenges.

Dr. Chu, a Nobel physics laureate who plans to return to his research at the Lawrence Livermore National Laboratory in Berkeley, Calif., said he hoped that it would turn out that he hired the right people in his tenure as energy secretary. He said he had tried to involve himself in hiring down to the level of program manager, ?seven or eight levels down,?? in the hope of achieving optimal results.

He exhorted the audience in particular to find energy solutions to climate change. The alternative, Dr. Chu said, is that future generations will live in a wrecked climate and wonder: ?What were our parents thinking? Didn?t they care about us??

That brought a sustained standing ovation.

Relatives add drama to King Richard III saga

The bones of Richard III, who reigned for two years, have been discovered in Leicester, England, and they indicate that his spine was twisted by scoliosis and that he received eight head wounds in battle. NBC's Stephanie Gosk reports.

Nine distant relatives of King Richard III are demanding that the British government reverse its decision to have his skeleton reburied at Leicester Cathedral, near the parking lot where it was found, and give it a resting place in York instead.

The open letter, published late Sunday by British newspapers such as The Telegraph and the Daily Mail, is just one of several efforts seeking a burial at York Minster for the more than 500-year-old remains, which were discovered last year by researchers from the University of Leicester. This month, the researchers said DNA analysis and other forensic tests proved "beyond reasonable doubt" that the skeleton was that of Richard III.

The English monarch reigned for just two years before he was killed in battle in 1485, but he was immortalized in William Shakespeare's play, "Richard III," in which he was portrayed as a hunchbacked villain. Richard III's legions of modern-day fans say he wasn't really all that bad ? and the row over what to do with his bones has added a new twist to the drama.


"We, the undernamed, do hereby most respectfully demand that the remains of King Richard III, the last Plantagenet King of England and our mutual ancestor, be returned to the city of York for formal, ceremonial reburial," the statement from his relatives says. "We believe that such an interment was the desire of King Richard in life and we have written this statement so that his wishes may be fully recognised and upheld. King Richard III was the last King of the House of York and the last of the Plantagenet dynasty which had ruled England since the succession of King Henry II in 1154.

"We, the undernamed blood descendants, unreservedly believe that King Richard is deserving of great recognition and respect and hereby agree to dutifully uphold his memory.

"With due humility and affection, we are and will remain His Majesty?s representatives and voice."

The statement was signed by nine individuals who have traced their ancestry back to Richard III's siblings. The nine signers are?Charles E. Brunner, Stephen Guy Nicolay, Vanessa Maria Roe, Jacob Daniel Tyler, Paul Tyler, Raymond Torrence Bertram Roe, Linda Jane Roe, Eleanor Bianca Lupton and Charlotte Jane Lupton. Richard died childless and thus has no direct-line descendants.

Even before the remains were found, the British Ministry of Justice granted a license putting the University of Leicester in charge of the parking-lot dig and the disposition of any remains found there."The University of Leicester specified in its application that reinterment would occur in Leicester Cathedral if the remains were proved to be those of King Richard III," the institution said in a statement.

The university is currently working with the cathedral and Leicester's city council on plans for his reburial by August 2014. In the meantime, researchers are continuing to study the remains.

The long lead time means that the tug of war between Leicester and York, two cities that are 100 miles (160 kilometers) from each other, could continue for months. There are even those who want to see the remains interred in London's Westminster Abbey. But the nine relatives behind this week's open letter have no more standing than the other descendants of Richard III's family, who doubtless number in the thousands by now.

In that light, Leicester seems to have the strongest case, by virtue of legal grounds as well as the less rigorous "finders, keepers" rule and the dictum that possession is nine-tenths of the law. Do you disagree? Feel free to weigh in with your comments below.

House to take up Senate's anti-violence act

WASHINGTON (AP) ? Congress appeared on a course to renew the expired Violence Against Women Act after House Republican leaders on Tuesday agreed to take up a version of the 1994 anti-domestic violence law that passed the Senate two weeks ago by a wide, bipartisan margin.

The decision to allow a vote on the Senate bill, rather than insist on the House GOP's more limited version, could help avoid a bitter partisan fight over an issue important to women at a time that Congress is already embroiled in an unbecoming political standoff over budgetary issues.

The House Rules Committee decided that the House on Wednesday will take up the Senate bill. The House alternative will be offered as an amendment and, if that is defeated, the House will then vote to pass the Senate measure, sending it to President Barack Obama for his signature.

The Senate bill expands the law, which expired in 2011, to better protect lesbians and gays, immigrants and Native American women. House Republicans introduced a more limited bill this week, setting off cries of protest from Democrats, the White House, women's advocacy groups and some Republicans who said it was inadequate to meet the needs of anti-domestic abuse programs.

House Democrats said Tuesday that no one in their caucus would support the Republican bill, meaning that the opposition of a small number of Republicans could spell its defeat.

A similar scenario played out last year when the Senate passed a more ambitious bill by a wide, bipartisan margin and the House took a different course with a largely partisan bill. The year ended without a compromise and with Democrats making election-year claims that GOP actions on the bill exposed the party's lack of commitment to women's issues.

The Violence Against Women Act is regarded as the foundation of efforts over the past two decades to make the country more aware of the serious nature of domestic violence and to take steps to both prevent violence and better prosecute those who assault their domestic partners. The law provides grants to states and local governments for transitional housing, hotlines, law enforcement training and legal assistance.

The Senate bill explicitly extends more protections to lesbians and gays and immigrants and gives tribal authorities more power to prosecute non-Indians who assault Indians on reservations. It also has provisions regarding college campus safety and reducing the backlog of rape kit analyses and reauthorizes legislation dealing with human trafficking.

A major point of dispute was over the Indian courts. Native American women are assaulted at rates far higher than national averages, and more than half of cases involving non-Indians go unprosecuted because Indian courts do not have jurisdiction and federal prosecutors often do not have the resources to try cases on isolated reservations.

Some Republicans contended that subjecting non-Indians to Indian courts was unconstitutional.

The bill passed the Senate two weeks ago on a 78-22 vote, with every Democrat, every woman senator and 23 out of 45 Republicans voting for it.

DHS releasing illegal immigrants before sequester

(AP) ? A week before mandatory budget cuts go into effect across the government, the Department of Homeland Security has started releasing illegal immigrants being held in immigration jails across the country, Immigration and Customs Enforcement said Tuesday.

Gillian Christensen, an ICE spokeswoman, said ICE has reviewed "several hundred cases" of immigrants being held in jails around the country and released them in the last week. They have been "placed on an appropriate, more cost-effective form of supervised release," she said.

Christensen said the agency's "priority for detention remains on serious criminal offenders and other individuals who pose a significant threat to public safety." She did not say how released immigrants were selected or what jails they were released from.

Tuesday's announcement of jail releases is the first tangible impact of the looming budget cuts for DHS.

The Obama administration has been issuing dire warnings about the impact of the sequestration and DHS Secretary Janet Napolitano told reporters at the White House Monday that across-the-board cuts would impact the department's core operations, including border security and airport screening operations.

She also warned that DHS might not be able to afford to keep the 34,000 immigration jail beds mandated by Congress. On average last week, there were 30,773 people being held in ICE jails.

"I don't think we can maintain the same level of security at all places around the country with sequester as without sequester," said Napolitano, adding that the impact would be "'like a rolling ball. It will keep growing."

According to the National Immigration Forum, it costs the government about $164 a day to keep an illegal immigrant facing deportation jailed. In a report on immigration detention costs last year the advocacy group said costs for supervised release can range from about 30 cents to $14 a day.

Republicans lawmakers decried the releases Tuesday.

"It's abhorrent that President (Barack) Obama is releasing criminals into our communities to promote his political agenda on sequestration," House Judiciary Committee Chairman Bob Goodlatte. "By releasing criminal immigrants onto the streets, the Administration is needlessly endangering American lives. It also undermines our efforts to come together with the Administration and reform our nation's immigration laws."

The administration asked for about $1.96 billion for immigration jail operations in the last budget. It amounts to about $5.4 million a day, according to the National Immigration Forum's report.

Christensen said Tuesday that released immigrants will still face deportation proceedings.

Syria says ready to talk with armed opposition

MOSCOW (Reuters) - Syria is ready for talks with its armed opponents, Foreign Minister Walid al-Moualem said on Monday, in the clearest offer yet of negotiations with rebels fighting to overthrow President Bashar al-Assad.

But Moualem said at the same time Syria would pursue its fight "against terrorism", alluding to the conflict with rebels in which the United Nations says 70,000 people have been killed.

Assad and his foes are locked in a bloody stalemate after nearly two years of combat, destruction and civilian suffering.

"We are ready for dialogue with everyone who wants it...Even with those who have weapons in their hands. Because we believe that reforms will not come through bloodshed but only through dialogue," Russia's Itar-Tass news agency quoted Moualem as saying.

He was speaking in Moscow at a meeting with Foreign Minister Sergei Lavrov. Russia is a staunch ally of Assad.

Moaz Alkhatib, head of the opposition Syrian National Coalition, said in Cairo he had not had held any contacts about talks with Damascus, but had postponed trips to Russia and the United States "until we see how things develop".

Syria's government and the political opposition have both suggested in recent weeks they are prepared for some contacts - softening their previous outright rejection of talks to resolve a conflict which has driven nearly a million Syrians out of the country and left millions more homeless and hungry.

But the opposition has said any political solution must be based on the removal of Assad, whose family has ruled Syria since 1970. Rebel fighters, who do not answer to Alkhatib, are even more insistent that Assad must go before any talks start.

Brigadier Selim Idris, head of a rebel military command, demanded a complete ceasefire, the president's departure and the trial of his security and military chiefs as preconditions for negotiations. "We will not go (into talks) unless these demands are realized," he told Al Arabiya Television.

Damascus has rejected any preconditions for talks aimed at ending the violence, which started as a peaceful pro-democracy uprising in March 2011 inspired by Arab revolts elsewhere.

"SYRIAN COLLAPSE"

The two sides also differ on the location for any talks, with the opposition saying they should be abroad or in rebel-held parts of Syria. Assad's government says any serious dialogue must be held on Syrian territory under its control.

Adding to the difficulty of any negotiated settlement is the lack of influence that Syria's political opposition - mostly operating outside the country - has over rebels inside.

"We are following the development of events ... with alarm," Lavrov said. "In our evaluation the situation is at a kind of crossroads. There are those who have set a course for further bloodshed and an escalation of conflict. This is fraught with the risk of the collapse of the Syrian state and society.

"But there are also reasonable forces that increasingly acutely understand the need for the swiftest possible start of talks ... In these conditions the need for the Syrian leadership to continue to consistently advocate the start of dialogue, and not allow provocations to prevail, is strongly increasing."

Lavrov's warning that the Syrian state could founder appeared aimed to show that Russia is pressing Assad's government to seek a negotiated solution while continuing to lay much of the blame for the persistent violence on his opponents.

Russia has distanced itself from Assad and has stepped up its calls for dialogue as his prospects of retaining power have decreased, but insists that his exit must not be a precondition.

Itar-Tass did not report any other comments by Syria's Moualem on the chances for talks or on any conditions attached.

"What's happening in Syria is a war against terrorism," the agency quoted him as saying. "We will strongly adhere to a peaceful course and continue to fight against terrorism."

The Syrian National Coalition said on Friday it was willing to negotiate a peace deal, but insisted Assad could not be party to it - a demand that the president looks sure to reject.

U.N. envoy Lakhdar Brahimi said Assad had told him he intended to remain president until his term ends in 2014 and would then run for re-election.

The political chasm between the government and rebels and a lack of opposition influence over rebel fighters has allowed fighting to rage on for 23 months in Syria, while international diplomatic deadlock has prevented effective intervention.

Moualem's comments echoed remarks last week by Minister for National Reconciliation Ali Haidar, who said he was ready to meet the armed opposition. But Haidar drew a distinction between what said might be "preparatory talks" and formal negotiations.

Assad, announcing plans last month for a national dialogue to address the crisis, said that there would be no dialogue with people he called traitors or "puppets made by the West".

Moualem made his remarks a day after U.S. Secretary of State John Kerry began a nine-nation tour of European and Arab nations in which the Syria conflict will be a main focus.

Kerry plans to meet Lavrov in Berlin on Tuesday and Syrian opposition leaders at a conference in Rome on Thursday, although it is unclear whether all will attend amid internal rows over the value of such international meetings while violence goes on.

Just 12 hours after (already denied) rumors circulated that Barnes & Noble may ditch its Nook business, the company has had to make an announcement concerning its retail division. Thanks to SEC regulations, the company has had to 'fess up that majority shareholder and "founder*" Leonard Riggio is pondering buying the brick-and-mortar retail business -- presumably hiving off the Nook brand as a separate entity. Of course, this could easily just be the rattling of sabers by a disgruntled founder (and not for the first time of late), or we might see the bookseller cleft in two parts in the near future. Either way, we'll be watching with great interest.

Another blizzard slams Plains region

DODGE CITY, Kan. (AP) ? Blizzard conditions slammed parts of the central Plains Monday, forcing the closure of highways in the Texas and Oklahoma Panhandles and sending public works crews scrambling for salt and sand anew just days after a massive storm blanketed the region with snow.

National Weather Service officials in Kansas and Oklahoma issued blizzard warnings and watches through late Monday as the storm packing snow and high winds tracked eastward across West Texas toward Oklahoma, Kansas and Missouri. Forecasters also warned of possible tornadoes further southeast.

Snow covered Amarillo, Texas, where forecasters said up to 18 inches could fall, accompanied by wind gusts up to 65 mph. Paul Braun, a spokesman for the Texas Department of Transport, said whiteout conditions and drifting snow had made all roads in the Texas Panhandle impassable. Interstate 40 was closed from Amarillo to the Oklahoma state line.

"It's just a good day to stay home," Braun said.

"This is one of the worst ones we've had for a while," he said. "And we kind of know snow up here."

The weather service issued a blizzard warning for the Oklahoma Panhandle and counties along the Kansas border, warning that travel in the area would be "very dangerous" until Tuesday morning with near zero visibility and drifting snow.

The Oklahoma Highway Patrol closed all highways in the Panhandle, citing slick roads and limited visibility. Trooper Betsy Randolph said the patrol advised its non-essential personnel to stay home until Wednesday.

Forecasters said up to 16 inches of snow could accumulate in some areas, with wind gusts reaching up to 55 mph.

About a dozen flights were canceled at Will Rogers World Airport in Oklahoma City. The Chicago Department of Aviation reported normal operations at Midway and O'Hare ? the bellwether air hub of the Midwest.

Matt Lehenbauer, emergency management director for Woodward County, Okla., told The Associated Press he was expecting whiteout conditions and that although there was plenty of salt and sand on hand to clear roads, delays were still likely.

"We may not get the roads cleared until midday Tuesday if we get the expected amount of snow and wind. As it's falling, in the blizzard-like conditions, we just won't be able to keep up," Lehenbauer said late Sunday.

The weather service warned of similar high winds and upward of a foot of snow across south-central Kansas. Kansas Gov. Sam Brownback amended a state of emergency declaration to include the new weather.

"This storm has the potential to be more dangerous than last week's storm," Brownback said late Sunday. The storm late last week dumped more than a foot of snow in some places, closing airports and leading to several deadly traffic accidents.

Brownback urged motorists to "stay off the road unless it's absolutely critical," adding that drivers who must travel should pack charged cellphones and emergency kits containing food, water, blankets, road flares and shovels.

"It would have been nice if we'd had a few days to recover, to do some equipment rehab," Joe Pajor, deputy director of public works in Wichita, Kan., told The Wichita Eagle. The city saw its second-highest snowfall Thursday with 14.2 inches.

The southern Kansas town of Zenda saw 18 inches of snow last week, while 17 inches fell in Hays, Kan., about 13 inches in northeast Missouri and 12 inches in parts of Kansas City.

Pajor warned that sand and salt supplies were low after last week's storm and that the city's strategy might just be to plow snow into the center of arterial streets and cut traffic to one lane in each direction. He said the city wouldn't begin to use its limited sand and salt supply until the snow stopped falling and plowing was under way.

Steve Corfidi, meteorologist with the National Weather Service's Storm Prediction Center in Norman, Okla., said the storm also will affect southern states and could spawn tornadoes Tuesday in Louisiana, Mississippi, Alabama, the Florida Panhandle and Georgia.

By Monday morning, several inches of snow had fallen on much of West Texas and the Texas Panhandle, where forecasters predicted more than a foot could fall. The incoming storm sent Amarillo residents running out for last-minute supplies. Mario Delgado, 57, needed milk.

"I got all the good stuff like soup and peanut butter the other day," Delgado told the Amarillo Globe-News. "We're used to it here."

He added: "As long as you got plenty of clothes and the right kind of shoes, you'll be alright."

Iran reports death of Revolutionary Guards officer

TEHRAN, Iran (AP) ? An Iranian semi-official news agency is reporting that a commander of the powerful Revolutionary Guards has been killed in the country's Kurdish northwest.

The Sunday report by Fars quotes a statement by the Guards as saying Gen. Hamid Tabatabaei was "martyred" during an engineering assignment.

It was the third reported killing of a ranking officer in the area, home to mostly people of the Kurdish ethnic group. Members of the Guards have in the past fought Kurdish opposition groups in the area.

In recent years the Guards have attacked several bases of the armed Kurdish group known as the PEJAK, which has been occasionally involved in armed clashes with Iranian forces. The rebels say they are fighting for greater rights for their minority community.

Graphene: A material that multiplies the power of light

Feb. 24, 2013 ? Bottles, packaging, furniture, car parts... all made of plastic. Today we find it difficult to imagine our lives without this key material that revolutionized technology over the last century. There is wide-spread optimism in the scientific community that graphene will provide similar paradigm shifting advances in the decades to come. Mobile phones that fold, transparent and flexible solar panels, extra thin computers... the list of potential applications is endless.

The most recent discovery published in Nature Physics and made by researchers at the Institute of Photonic Science (ICFO), in collaboration with Massachusetts Institute of Technology, USA, Max Planck Institute for Polymer Research, Germany, and Graphenea S.L. Donostia-San Sebastian, Spain, demonstrate that graphene is able to convert a single photon that it absorbs into multiple electrons that could drive electric current (excited electrons) -- a very promising discovery that makes graphene an important alternative material for light detection and harvesting technologies, now based on conventional semiconductors like silicon.

"In most materials, one absorbed photon generates one electron, but in the case of graphene, we have seen that one absorbed photon is able to produce many excited electrons, and therefore generate larger electrical signals" explains Frank Koppens, group leader at ICFO. This feature makes graphene an ideal building block for any device that relies on converting light into electricity. In particular, it enables efficient light detectors and potentially also solar cells that can harvest light energy from the full solar spectrum with lower loss.

The experiment consisted in sending a known number of photons with different energies (different colors) onto a monolayer of graphene. "We have seen that high energy photons (e.g. violet) are converted into a larger number of excited electrons than low energy photons (e.g. infrared). The observed relation between the photon energy and the number of generated excited electrons shows that graphene converts light into electricity with very high efficiency. Even though it was already speculated that graphene holds potential for light-to-electricity conversion, it now turns out that it is even more suitable than expected!" explains Tielrooij, researcher at ICFO.

Although there are some issues for direct applications, such as graphene's low absorption, graphene holds the potential to cause radical changes in many technologies that are currently based on conventional semiconductors. "It was known that graphene is able to absorb a very large spectrum of light colors. However now we know that once the material has absorbed light, the energy conversion efficiency is very high. Our next challenge will be to find ways of extracting the electrical current and enhance the absorption of graphene. Then we will be able to design graphene devices that detect light more efficiently and could potentially even lead to more efficient solar cells." concludes Koppens.

Scientists, industries and the European Commission are so convinced of the potential of graphene to revolutionize the world economy that they promise an injection of ?1.000 million in graphene research.

Introduction

There has been much discussion during the on-going financial crisis, on how to initiate a sustained recovery and the consensus shown by the mainstream commentators has been through returning to sustained economic growth.

Such is the focus in the capitalist order towards growth, that any program or strategy that is not able to demonstrate how compounding levels of growth can be achieved is not given credibility and hence many, such as the Turkish economics professor Timur Kuran, have written extensively showing how the Shariah has rules which limit the ability of economies to grow and hence are an impractical alternative to the current order.

It is the aim of this paper to demonstrate that the current capitalist economic paradigm with its fractional reserve banking model has within it a destructive growth imperative which is on an unsustainable trajectory and to present Islam?s alternative approach to the subject.

Section 1:? What is economic growth and how is it measured

Economic output is the volume of goods and services produced over a financial year. The measure is called GDP or Gross Domestic Product. Other measures such as the Gini Coefficient have been developed to measure the distribution of wealth among the population.

A coefficient of 0 suggests a completely even distribution and 1 suggests totally uneven distribution where a small number of market participants own the majority of wealth. It is worth noting that this figure is moving towards 1 in the states which adopt the growth strategy and is something the Occupy movement has tapped into.

The disruption in continual growth in output for 2 successive quarters is defined as a recession and this is regarded as a severe harm to the economy necessitating economic management to minimize the duration of the slowdown in output. This is the essence of the business cycle which is the alternating phases of growth and contraction which have been witnessed for hundreds of years under capitalism.

What then are the stated outcomes sought from economic growth?

According to all mainstream schools of Capitalist economic thought, growth in production is the solution to the fundamental economic problem facing society due to the coupling of the unlimited wants of man in relation to the limited resources available to satisfy such wants. This definition includes both needs and wants and not just basic needs.

The thinking of the founders of the first modern economic school of thought argued that increasing production was the key to maximizing happiness for the individual.

Adam Smith, the founder of modern Capitalism, considered that if the society focused on maximizing production, this would equate with distributing wealth to the greatest number of individuals. His focus was not on targeting distribution as he felt that distribution would be a natural by-product of materialistically driven individuals all seeking their self-interest. In his book ?The Wealth of Nations? Smith quotes:

?By pursuing his own interest he frequently promotes that of the society more effectually (sic) than when he intends to promote it?.

Soon it became clear that the unregulated free market approach of the Classical school of Adam Smith was good at increasing production but deficient as far as the distribution of the gains of higher rates of production.

The next development was the neoclassical school, which emerged at the end of the 19th Century, proposing new ideas relating to value. As far as the breakthrough in the view of value and exchange, its input was to bring in a more accurate way of price formulation as far as considering both demand and supply and at the micro economic level. This had some positive impact on wages being more likely to be linked to the value that the labourer?s service provided, however no distinct policy changes were associated at the macro-economic level with the emergence of the neoclassical school as far as formal re-distribution of wealth.

Since then, new thinking came in the latter part of the 20th Century through works such as the 1956 book entitled ?The Future of Socialism? which argued for a new way of breaking the disparity between rich and poor by not focusing on the size of the slice but the size of the pie. The argument being the same slice of a bigger pie would give more wealth to the less privileged classes.

We shall now turn to a discussion on the schools of modern capitalist economic thought relating to growth and demonstrate the single minded attitude of the mainstream approaches towards endless and exponential growth. These schools fundamentally differ over key factors that hinder growth through the mechanics of what is called the business cycle. It is of no surprise that much focus is thus placed on the business cycle by all capitalist schools of thought.

A key argument is that if a theory can help minimize the slowdown in growth that occurs during a downturn in the business cycle, its policy proscriptions should be adopted by nations seeking endless growth.

However there are some non-mainstream schools, which reject the paradigm of growth. Rejection of growth as an endless strategy was in fact advocated by the mainstream schools including Adam Smith himself and Keynes given the obviously limited capacity of the earth to sustain growth indefinitely. Renewed interest in this area was spurred by a study by a think tank called Club of Rome whose study in 1972 called ?Limits to Growth? argued that the ecosystem imposes limits to growth. From this have arisen branches such as those who argue for a steady state economy that plateaus after a period of exponential growth, and Welfare Economics who differentiate between good growth and bad growth, the latter being termed uneconomical growth.? More extreme movements have also arisen such as the De-growth movement who argue for downscaling production. However these are considered fringe ideas and we now turn to the mainstream view which advocates continual growth.

Section?2: Current Approaches to Economic Growth

The main schools can be broadly grouped into the following camps:

1.????????????? Classical

2.????????????? Keynesian

3.????????????? Neo Classical which includes Monetarists and Rational Expectations

4.????????????? New Keynesian/New Classical

The formulation of the classical school as stated was the overwhelming belief in the efficiency of free markets to self-regulate themselves. It was felt that the laws of supply and demand were sufficient to ensure the allocation of resources would always flow to the most worthy projects and temporary gluts would be short lived as unemployed workers would easily accept lower paid jobs to regain employment.

It became clear very early on that in reality many market imperfections would act as impediments to this idealistic model and some type of interventionist approach by the state would be required to ease the market mechanism along to achieve this level of efficiency. Such intervention takes the form of monetary and or fiscal policy as the primary means of perpetuating the boom phase and minimizing the bust phase of the business cycle.

The period from the work of Adam Smith in 1776 with the publication of his famous book ?The Wealth of Nations? to the onset of the Great Depression following the 1929 stock Market crash in the US was the golden era of the neoclassical school which deemed there to be a minimal role for the state. It became clear after a short while that the market was unable to recover by itself and needed active governmental efforts to kick start a recovery.

Prices were declining and unemployment was rising and the market was unable to self-correct from this situation. The saviour was the British economist John Maynard Keynes who entered the debate with his influential book ?The General Theory of Employment, Interest & Money? published in 1936.

The central concept from the work of Keynes was that markets when in a downward spiral would not recover and the government needed to act as a catalyst to reinvigorate demand for goods and services through increased spending when the private sector was saving. This would however increase government deficits, nevertheless the argument was put that when times are good, taxes could be used to pay for such emergency spending for when times are bad.

This approach, adopted by the 1933 Roosevelt administration, was so instrumental in ending the Great depression that Keynes ideas ruled supreme until the 1970?s when new phenomena called stagflation baffled economists on both sides of the Atlantic. This reality threw into question the policy proscription devised by the Keynesian revolution and the new saviour was the Chicago School economist named Milton Friedman whose ideas formed the Monetarist school which remained popular from the late 70?s until the high inflation induced after the end of Bretton Woods was reigned in.

Stagflation saw the simultaneous upward climb of unemployment and inflation. Prior to this, as depicted by the Philips curve, there was always perceived to be an inverse relationship between the two where governments could bring down unemployment at the cost of some inflation and vice versa. As far as unemployment and the supply of money, if there is inadequate money in circulation to sustain trade requirements, then traders will be unable to trade at current prices as they lack the means to conduct their transactions. This would cause unemployment as traders would be unable to trade and be forced to start laying off staff due to the lack of sales for their production.

Therefore Friedman argued that the supply of money should be kept at an optimal level to avoid either extreme. Furthermore, he advocated that there was a `natural rate of unemployment? which the government shouldn?t take action to reduce and instead the government should try to control the money supply so that it was in line with the level of economic activity. This theory was implemented through aggressively raising interest rates to soak up the excess money supply which brought the hyperinflation of the 1970?s to an end.

Other schools such as the Rational Expectations School lead by Robert Lucas came to prominence since the mid 1980?s that added that people could no longer be tricked by the government policy tools and that they would anticipate the actions that the state?s economists would try to do and by so doing would be able to negate the intended aim of such governmental policies. For example when the government would increase the money supply economic agents would tend to bargain for higher wages ahead of time and firms would increase prices, so the effect of lowering unemployment which would otherwise have occurred, is not realised.

This insight was not new in that Friedman also used expectations to explain stagflation by arguing that economic agents anticipate the actions of the government when the government increase the money supply and the effect of lowering unemployment does not occur as economic agents would tend to bargain for higher wages ahead of time and similarly firms would increase their prices ahead of time and this would fuel inflation above the level intended by government policy and hence would render the attempt to reduce unemployment ineffective.

Regarding the development in ideas related to rational expectations, both Keynesians and neoclassical schools reinvented themselves with new and post prefixes.

Other schools such as the Austrian School are variations of these themes and more recent contributions have come from what is known as behavioural economics which try to incorporate the physiological disposition of individual behaviour to explain the un-coordinated and often irrational behaviour of economic agents which prevents markets behaving in an optimal self-adjusting manner.

The final question to ponder is the issue of what the Policy differences are between the major schools. The preceding discussion is quite abstract as far as how theorists such as Keynes and Hayek, who is popularly characterised as the extreme end of the spectrum of mainstream thought, see the economic fundamentals necessary to prolong boom and minimise the bust phase of the business cycle. As far as policy, this difference manifests in the form of monetary and fiscal policy and which instrument is favoured to help return an economy that was in growth, towards growth in a downturn.

Other ways of framing this difference are also well known such as big government vs. small government or whether to regulate or ?get out of the way of business? a game cry of the right popularised by the ?tea party movement ? in the US. Ultimately these labels all point back to the fundamentally different views presented by the schools mentioned above.

Michael Gonzalez is a 3-year-old Florida boy who apparently can?t eat any normal foods, and his parents say they are in a panic.

Michael drinks 20 to 30 bottles of prescription-only formula daily called Neocate Junior. He can?t eat apples or carrots or anything else that other kids his age eat, his mother, Jennifer Gonzalez, told ABC News affiliate KSTP.

But his predicament has gone from worrisome to alarming. Shortly after the formula maker, Nutricia, made changes to its packaging in August 2012, Michael suffered from severe vomiting and diarrhea, his parents say. Convinced that the company also changed the formula, his parents?have hoarded containers full of older stock, but it?s only safe to drink through October.

?That?s not OK, to tell me that my son has an expiration date,? Jennifer Gonzalez said.

Specialists have been examining Michael at the Mayo Clinic in Rochester, Minn., where the boy?s parents took him two weeks ago to get help.

Michael has been diagnosed with Food Protein-Induced Enterocolitis Syndrome, his parents said. The syndrome is not uncommon and is usually associated with an intolerance for milk or soy in babies six months to a year old, said Dr. Wesley Burks, chair of the pediatrics department at the University of North Carolina. Parents realize there?s a problem when their child gets diarrhea or vomits after feeding, he told ABC News.

It?s very rare for a child with the syndrome to be unable to eat many other foods aside from milk or soy, he said.

?Usually if you can?t tolerate many foods, it?s related to your bowel itself,? said Burks, who has not treated Michael and did not comment on his case specifically. Most children grow out of the syndrome by age three to five, he added.

A child?s food allergies cost her parents on average $4,000, mainly due to lost income as parents switch jobs or work less, ABCNews.com reported in December.

From birth, Michael wasn?t like other babies, his parents said. He threw up after every feeding and his parents worried he?d starve.

?Babies are supposed to be happy. He wasn?t. Every time you fed him, he got worse. He was mad,? the boy?s mother told KSTP.

Michael?s parents discovered Neocate Junior when he was 11 months old, and it helped, they said ? until the company changed the packaging.

A spokeswoman for Nutricia cited a statement posted to the company?s website saying that the product formulation and ingredients for Neocate Junior Unflavored remained the same, though packaging graphics were redone in August. However, the company said it has received 14 similar complaints. Nutricia says it worked with the FDA to investigate the problem, and found that the formula recipe remained unchanged, said the spokeswoman, who asked not to be quoted by name.

The company released this statement about the case to ABCNews.com:

?We understand this is a challenging time for the Gonzalez family. We are connecting the family and their physician with the right clinical experts so they can partner on finding alternative nutritional solutions. This is in keeping with our mission to help provide nutritional solutions to children with very sensitive and specialized conditions.?

While his parents wait for medical help, meanwhile, Michael continues to live in a world without regular food.

?He doesn?t know what real juice tastes like, or real milk,? said Jennifer Gonzalez.
