Obama, GOP vie for upper hand on energy

MALJAMAR, N.M. (AP) ? Wooing a nation of increasingly angry motorists, President Barack Obama and his Republican rivals are all plunging into gas-pump politics, seeking the upper hand as energy becomes a driving issue in the election campaign.

The president is defending his energy agenda this week, traveling Wednesday to a solar panel plant in Nevada and oil and gas fields in New Mexico and the site of a future oil pipeline in Oklahoma that the White House is promising to accelerate. At the same time, GOP opponents from front-runner Mitt Romney on down are vigorously accusing him of stifling domestic production and betting on foolhardy alternative energy methods over traditional oil drilling.

With gasoline reaching $3.86 a gallon in the U.S. and apparently heading higher, the public is impatient for Obama ? or someone in his place ? to do something about it.

In truth, a president has little direct control over gas prices, which have risen more than 50 cents a gallon since January in response to a standoff over Iran's nuclear program that has threatened to disrupt Middle East oil supplies.

Well aware of Republicans' criticism, Obama's advisers argue that voters take a sophisticated view toward energy and think about it as a problem demanding long-term answers. They know that talk about future solutions may not satisfy people as they endure high prices, but they're betting that voters will side with the candidate they trust the most to deal with the issue ? and they're determined that that will be Obama.

"We're drilling all over the place," Obama said in Maljamar, N.M., in a field dotted with oil rigs.

Polls show less certainty about it all. One survey this month by CBS News and The New York Times found that 54 percent of Americans felt the price of gasoline was something a president could do a lot about while 36 percent said it was beyond his control. And a recent Washington Post/ABC poll found 50 percent thought the Obama administration could reasonably do something to bring down gas prices, while 45 percent felt the recent rapid rise has been beyond White House control.

Obama has repeatedly argued that drilling for new oil alone will not solve the nation's energy woes or reduce gas prices. He accuses Republicans of claiming they can "wave a magic wand" to return to the days of cheap gas, and on Wednesday, he mocked them for having a "lack of imagination" about alternative energy.

"You'd think that everybody would be supportive of solar power," Obama said from the Copper Mountain Solar 1 facility in Nevada, the largest plant of its kind in the country, with nearly 1 million solar panels. "And yet if some politicians had their way, there won't be any more public investment in solar energy. There won't be as many new jobs."

Obama carried three of the four states on this week's itinerary ? Oklahoma is one of the safest Republican states in the nation ? but all four elected Republican governors in 2010. Two of the governors, Brian Sandoval of Nevada and Susana Martinez of New Mexico, have been floated as potential vice presidential choices this year. He has been hurt by his administration's decision to pump millions into California solar company Solyndra before it collapsed. And he's been repeatedly criticized by Republican presidential candidates for blocking the 1,700-mile Keystone XL pipeline, which would carry tar sands oil from western Canada to refineries along the Texas Gulf Coast.

The mere mention of Solyndra and Keystone generate instant reactions at Republican rallies.

Romney has blamed Obama for rising gasoline prices and urged the president to fire Energy Secretary Steven Chu, Interior Secretary Ken Salazar and Environmental Protection Agency Administrator Lisa Jackson, calling them the "gas hike trio."

Former House Speaker Newt Gingrich has adopted $2.50 gasoline as a central tenet of his struggling campaign, criticizing Obama for holding up the pipeline project and mocking him as "President Algae" for highlighting research into developing oil and gas from algae.

Former Pennsylvania Sen. Rick Santorum, meanwhile, regularly notes his grandfather's work as a coal miner. And he detoured his campaign to tour oil fields in North Dakota recently, labeling himself the only ardent supporter of oil drilling.

"Instead of paying two-digit dollars you're now paying three digits," Santorum said in Illinois. "When you see that zero come up, when it gets into the $100 range, when you see that zero, think of 'O' for Obama because that's why you're paying that extra amount of money."

On Wednesday, Santorum campaigned at a company in Harvey, La., that services oil rigs in the Gulf of Mexico. He pressed the administration to open more federal lands for leases that he says would both generate revenue for the government and boost U.S. oil production.

"Here's an opportunity for us in this country to do something about it: increasing jobs, lowering energy prices, decreasing the deficit, all of the things you would think he president of the United States would be for," Santorum said.

In many ways, the issue has come full circle for the president. In 2008, candidate Obama criticized an inside-the-Beltway culture for the rise in gasoline prices. "So what have we got for all that experience? Gas that's approaching $4 a gallon. Because you can fight all you want inside of Washington, but unless you change the way it works you won't be able to make the changes America needs," Obama said at an Indianapolis gas station in April 2008.

Now he's the president.

From the sprawling solar plant in Nevada, Obama's motorcade kicked up dust as it traveled into an oil field in New Mexico, where he promoted increased drilling on federal lands.

On Thursday, Obama will use Cushing, Okla., as a backdrop to highlight the decision by Calgary-based TransCanada to build a portion of the Keystone pipeline from Oklahoma to Texas. The 485-mile line from Cushing to Port Arthur, Texas, doesn't require presidential approval because the pipeline does not cross a U.S. border.

The White House announced Wednesday that Obama plans to fast-track the pipeline.

Administration officials have said the Oklahoma-to-Texas line could address an oil bottleneck at a Cushing storage hub, but the argument may not fly in Oklahoma, where President George W. Bush and Sen. John McCain carried all 77 counties in the 2004 and 2008 presidential elections.

"It's a PR stunt and Oklahomans aren't buying it ? the president is celebrating his failed energy policies in a community that will be hardest hit by them," said Rep. John Sullivan, R-Okla.

Obama wraps up his trip with a stop in Ohio, a key state in November, where he will discuss advanced energy research and development at Ohio State University.

Obama has few options to dramatically alter gas prices. Beyond green-lighting Keystone or opening up more oil drilling in Alaska or in the Gulf of Mexico, Justice Department officials could accelerate efforts to crack down on speculation in the oil markets, a move that the administration has discussed.

The White House could also tap the Strategic Petroleum Reserve, something it has said it would do only along with action by other countries. The U.S. released oil from its reserve last summer but saw little impact. Oil prices dropped nearly 5 percent when the government announced the release of 30 million barrels from the SPR on July 23, but prices quickly rebounded and oil ended the year higher than it started.

"Is there a lot that can be done in the short term that can have a huge impact? The answer to that is no," said William Galston, a senior fellow at the Brookings Institute and a former domestic policy adviser to President Bill Clinton. Yet he cautioned, "I don't think a posture of simply saying that and being the voice of responsibility in a rising political clamor is going to serve the White House politically well."

Republicans are trying to make sure of that. Ahead of the president's trip, the Republican-leaning super PAC Crossroads GPS was spending $650,000 on TV ads in Las Vegas, Albuquerque, N.M., and Columbus, Ohio, criticizing Obama's handling of energy policy and the Keystone XL pipeline.

Top Republican super PAC donors backing Romney

(AP) ? Major contributors to a key Republican political organization founded by political strategist Karl Rove have boosted their financial support for Mitt Romney, signaling that the GOP's big money may be starting to coalesce around Romney's candidacy, according to an analysis by The Associated Press of federal election data released Tuesday.

Wealthy GOP donors like Bob Perry, Philip H. Geier Jr. and Jerry Perenchio collectively provided much of the $6.4 million in contributions last month to the pro-Romney "super" political committee Restore Our Future, mostly from Perry's $3 million contribution, according to campaign records submitted to the Federal Election Commission.

The donors also are among the most generous contributors to American Crossroads, the super PAC founded by Rove, who was a top adviser to President George W. Bush. Crossroads is likely to become the pre-eminent GOP group airing negative advertisements against President Barack Obama this year.

The new campaign reports illustrate the financial advantage that Romney ? the winner in Tuesday's Illinois primary ? harnessed heading into Super Tuesday primary elections. Romney, ahead in the count of Republican delegates, was aided by more than $29 million worth of ads paid for by Restore Our Future, the super PAC supporting his campaign.

That $29 million figure is higher than spending by any other Republican super PAC or campaign, including Romney's own campaign. Super PACs, like Romney's and Rove's groups, are not permitted under federal law to coordinate directly with campaigns ? but the PACs often pay for media campaigns that allow the candidates to concentrate on state organizations and get-out-the vote efforts.

So far, other GOP candidates have struggled to keep up with the financial support that Romney's candidacy has enjoyed. Gingrich, the former House speaker who won the South Carolina and Georgia primaries, collected only $2.6 million last month while spending roughly $2.8 million during the same period, his campaign said. Much of his support has come in the form of ads from Winning Our Future, which received a $5 million infusion from Las Vegas casino mogul Sheldon Adelson and his wife, Miriam.

The Rick Santorum-supportive super PAC ? the Red, White and Blue Fund ? brought in $2.9 million last month, including $600,000 from longtime supporter and Wyoming businessman Foster Friess. Santorum's own campaign pulled in about $8.9 million in contributions during the same period when he saw a surge in support.

All told, the money flowing to Republican super PACs is expected to counterbalance cash flowing to Obama's campaign, which has raised more than $120 million in total contributions as of Feb. 29. The political committee supporting Obama, Priorities USA Action, collected $2 million last month.

Romney has lost several Southern primaries, but his campaign raised more than $11 million in February. Helping his campaign ? albeit independently under federal law ? Restore Our Future has spent millions on attack ads against rivals Newt Gingrich and Rick Santorum.

Perry, 79, previously gave $1 million to the pro-Romney super PAC in addition to his $3 million last month. He also gave $2.5 million to Rove's group. He heads a major Houston-based homebuilding empire and has been a million-dollar player among GOP fundraisers since the late 1990s, working closely with candidates and causes tied to Rove. Perry was a big money contributor to Bush's campaigns for Texas governor and was a top bundler for his 2000 presidential race.

Geier, 77, a veteran advertising man, gave $100,000 to the pro-Romney group after previously donating $250,000 as well as giving $500,000 to Rove's group. He is chairman emeritus of the New York-headquartered Geier Group, a global media company. Geier was a campaign bundler for Sen. John McCain's 2000 presidential campaign and has given to the Republican National Committee, as well as to GOP leaders like Sen. Mitch McConnell of Kentucky and Sen. Marco Rubio of Florida.

Perenchio, 81, gave $500,000 and has donated $3 million to Rove's group since 2010. He is a former chairman for the Spanish-language Univision television network. He was a top bundler for McCain's 2008 presidential campaign. Perenchio, who heads Chartwell Partners LLC, gave $10,000 last year to the National Republican Congressional Committee and $5,000 to the re-election campaign of House Speaker John Boehner.

In 2004, Perry was the largest single donor to the Swift Boat Vets and POWs for Truth, giving nearly $5 million to the tax-exempt organization. The group, composed of Vietnam War-era Navy veterans, was blamed for misleading attacks on Democratic presidential candidate John Kerry's service as a Swift Boat officer in Vietnam. Perry also gave $3 million that cycle to the Progress for America Voter Fund, another group supporting Bush.

When Texas Gov. Rick Perry ? he is no relation to Bob Perry ? entered the Republican presidential race in 2011 against Romney, Perry at first supported his home state candidate, giving $100,000 to a super PAC supporting the Texan's candidacy. But as Rick Perry's campaign faltered, Bob Perry shifted his allegiance to Romney. He gave $1 million last year before his massive $3 million donation last month.

Others who gave to the group supporting Romney:

?Kenneth C. Griffin, 43, a top hedge fund director, gave $100,000 to Restore Our Future after donating $100,000 earlier along with $300,000 to Rove's group last year. Griffin heads the Chicago-based Citadel Investment Group and was a McCain bundler in 2008. Last year, he gave $38,000 to the RNC and $22,500 to the National Republican Senatorial Committee, as well as thousands more to GOP candidates including Rep. Eric Cantor of Virginia and Sen. Scott Brown of Massachusetts.

?Harold Simmons, 80, gave $100,000 following an earlier $100,000 donation in January. He also gave $100,000 last month to Winning Our Future, the super PAC supporting Gingrich; his wife, Annette, gave $1 million to the Red, White and Blue Fund. A billionaire, Simmons was the top benefactor for Rove's group, providing $12 million between his personal checkbook and the coffers of Texas-based Contran Corp., a holding company with interests including chemicals and waste management.

Simmons rivaled Perry as a $4 million contributor to the Swift Boat group in 2004 and was a bundler for the Bush and McCain presidential campaigns. In addition to his $12 million donation to Rove's group, Simmons has also given more than $200,000 to GOP candidates and party PACS and groups.

Women & Infants Hospital

Betty R. Vohr, MD, of Barrington, director of Women & Infants Hospital's Neonatal Follow-Up Clinic and medical director of the Rhode Island Hearing Assessment Program, has been presented with the national Antonia Brancia Maxon Award for Early Hearing Detection and Intervention (EHDI) Excellence. The award was presented at the National EHDI Meeting in St. Louis on March 5, 2012.

A graduate of Albany Medical College, Dr. Vohr has been the national coordinator of the National Institute of Child Health and Human Development Neonatal Research Network follow-up studies since 1990. Dr. Vohr is a member of the American Academy of Pediatrics Task Force on Hearing, The Joint Committee of Infant Hearing (former Chair), and Chair of the Rhode Island Hearing Advisory Committee. Her primary clinical and research interests focus on improving the long-term outcomes of high-risk premature infants and infants with hearing loss. Dr. Vohr is participating in studies investigating the outcomes of premature infants and the outcomes of infants with hearing loss. She has published more than 200 manuscripts in peer-reviewed journals, as well as numerous textbook chapters.

Hearing loss is the most commonly occurring disability in US infants, affecting as many as 20,000 babies a year. The consequences of late detection are significant and can result in lifelong communication, social, psychological, behavioral, and educational problems. Research has shown that babies who are identified with hearing loss and receive intervention services within six months of age outperform (at 40 months) those babies who were identified and received services after six months of age.

In 1993, Rhode Island legislation mandating universal newborn hearing screening took effect, and the Rhode Island Hearing Assessment Program (RIHAP) based at Women & Infants, became the first public health program of its kind in the United States. Since that time, RIHAP has screened 99% of Rhode Island's newborn babies (14,000 annually) for hearing loss at its seven hospitals.

This award honors the career achievements of Dr. Antonia Brancia Maxon to promote effective Early Hearing Detection and Intervention programs for all newborns, infants, and young children. Dr. Maxon was a pioneer in EHDI programs, beginning with her leadership in the Rhode Island Hearing Assessment Project in the late 1980s. She was one of the first to recognize the feasibility and value of universal newborn hearing screening and was a tireless advocate for connecting screening programs with timely and appropriate diagnosis and early intervention.

Her extensive contributions to creating excellent EHDI programs were abruptly ended by a tragic automobile accident in May 2007. In memory of her contributions, an Award for EHDI Excellence is presented each year at the National EHDI Meeting to honor an individual or group of people who have made a noteworthy accomplishment in achieving excellence in EHDI programs nationally or in a particular state or region of the country.

Dr. Vohr said, "Our team at Women & Infants Hospital has been at the forefront of newborn hearing screening, beginning with the work of Dr. Maxon. To have this work recognized is truly humbling."

Copper Prices In Tight Range As Chinese Inventories Surge, London Supplies Plummet

The past month was characterized by consolidation for copper. The industrial metal fluctuated in a relatively narrow range between $3.70/lb and $4.

While the global economic backdrop is supportive now that the worst-case eurozone sovereign debt scenarios have been taken off the table, China, which accounts for close to 40 percent of total copper consumption, is seeing its growth decelerate.

This was underscored earlier this week when the government announced it would be targeting 7.5 percent growth this year, an eight-year low as it tries to rebalance the economy away from export dependence and toward more domestic consumption.

However, "[i]n recent years, the GDP target has obviously always been a minimum acceptable floor rather than a ceiling, so I think it is more likely that in the government's heart of hearts, it is leaning on growth of a bit above 8 percent," said Paul Cavey, an economist with Macquarie Bank.

Nevertheless, slowing consumption in China is a concern, and traders will watch the data closely to see the implications for copper demand. On that front, the evidence is mixed.

China?s copper imports hit a record of more than 500,000 tonnes in December, before backing down modestly in January.

CHINA COPPER IMPORTS

On the other hand, inventories in warehouses monitored by the Shanghai Futures Exchange surged since the beginning of the year to a 10-year high of 221,000 tonnes.

SHANGHAI COPPER STOCKS

Further complicating the picture are stocks of copper at warehouses monitored by the London Metal Exchange. Inventories there have been falling consistently since late last year.

LME COPPER STOCKS

It almost looks like inventories have been transferred from London to Shanghai. The latter has seen a 194,000 tonne drop in stocks since the beginning of October, while the latter has seen a 163,000 increase since December.

In other words, inventories paint a fairly balanced picture of supply and demand.

Potential upside catalysts include strong economic data out of the United Sates or China, and particularly, interest rate or reserve requirement ratio cuts in China, which could drive prices notably higher.

The flip side is that weak economic data will likely pressure copper prices. As monetary tightening in China is unlikely amid slowing inflation, that is not a significant downside risk factor.
